Explanation

 

BACKGROUND 

 

The purpose of this ordinance is to authorize the City Clerk to enter into a service contract with Sky Nile Consulting for the purpose of supporting the “We Got US CBus" campaign.

 

Columbus City Council and the Columbus NAACP are partnering in a citywide effort calling on community, neighborhood, and grassroots leaders to pledge to help reduce crime and violence.  Poverty, rising costs in housing and food, and the after-effects of the COVID pandemic have exacerbated crime and violence, especially amongst our youth.  The “We Got US CBus" campaign will be advanced by Council, the NAACP, non-profits, and other community partners to commit to such activities as getting to know one’s neighbors, participating in block watches, fostering friendships, and creating networks at the local community center or place of worship, becoming a youth mentor, and other positive activities. 

 

Council is increasing awareness of this community-led campaign through the use of marketing and consulting services.  This ordinance will allow for services such as community partnership strategy and engagement, a toolkit for getting word out about the effort, and media presence and outreach. 

 

Columbus City Council is authorizing $40,000.00 in funding from the Public Safety Initiatives subfund for this effort. 

 

 

FISCAL IMPACT:  Total appropriation is $40,000.00 and is available within the Public Safety Initiatives subfund.

WHEREAS, $40,000.00 is available in the Public Safety Initiatives subfund for appropriation and expenditure to provide for this need; and

 

WHEREAS, this ordinance will continue Council’s efforts to partner with the community on crime reduction efforts; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That the City Clerk is hereby authorized to enter into a service contract with Sky Nile Consulting, LLC for the purpose of supporting the “We Got US CBus" campaign.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $40,000.00 in the Public Safety Initiatives subfund, fund 1000, subfund 100016, to the City Clerk per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $40,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Public Safety Initiatives subfund, fund 1000, subfund 100016, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That funds are hereby deemed appropriated and expenditures authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
