Explanation
BACKGROUND: The Columbus Health Department has a need to make funds available for seven contracts
with local counties for cities readiness initiative planning services. This ordinance authorizes the Board of
Health to enter into contracts with Delaware, Fairfield, Licking, Madison, Morrow, Pickaway and Union
Counties @ $22,451 each for a total of $157,157 for the time period August 31, 2006 through August 30,
2007.
These contracts are a deliverable of the Public Health Infrastructure grant and enable local counties to prepare
public health infrastructure in the event of bioterrorism activity in their respective jurisdictions. These contracts are
necessary per the requirements of the Ohio Department of Health, Public Health Infrastructure proposal.
Emergency action is required to meet the funding deadlines.
FISCAL IMPACT: These monies are budgeted within the Health Department Grants Fund budget, Fund No.
251.
Title
To authorize and direct the Board of Health to enter contracts with seven local counties to provide cities readiness planning services, to authorize the expenditure of $157,157 from the Health Department Grants Fund, and to declare an emergency. ($157,157.00)
Body
WHEREAS, the Columbus Health Department has a deliverable with the Public Health Infrastructure grant to provide cities readiness planning services monies to local counties; and,
WHEREAS, emergency action is requested to meet funding deadlines; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize these contracts for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into contracts with Delaware, Fairfield, Licking, Madison, Morrow, Pickaway and Union counties for cities readiness initiative planning services for the period August 31, 2006 through August 30, 2007.
SECTION 2. This ordinance is in accordance with Section 329.02 of the Columbus City Code.
SECTION 3. That to pay the cost of said contracts the expenditure of $157,157 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, OCA 507045, Object Level One 03, Object Level Three 3336.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
