Explanation
BACKGROUND:
Columbus City Code requires that each Historic Review Commission determine what legislation or policy, if any, is necessary to preserve, restore, and develop each district area and to recommend the same to the mayor or council, whichever is appropriate. Guidelines are prepared, adopted, and published consistent with the standards for the District pursuant to City Code. The following are revisions, approved by a working group consisting of the chairpersons of the five commissions or their designees, to guidelines specific to the five (5) Architectural Review Commissions established by Columbus City Council and in accordance with the bylaws of each commission.

No funding is required for this legislation.
Title
To adopt amendments to the Historic District Guidelines of the Italian Village Commission, the Victorian Village Commission, the Brewery District Commission, the Historic Resources Commission and the German Village Commission pursuant to City Code sections 3116.03 (Guidelines required) and 3116.11 (Standards for Alteration).
Body
WHEREAS, The City Council has recognized the unique characteristics of several geographic areas, and of specific structures such that it established five (5) Architectural Review Commissions charged with preserving the existing contributing built environment in the City's historic districts; and
WHEREAS, In keeping with this mandate of the commissions, and pursuant to City Code sections 3116.03 (Guidelines required) and 3116.11 (Standards for Alteration), guidelines are prepared, adopted, and published consistent with the standards for the district; and
WHEREAS, Columbus City Code requires that each Historic Review Commission "determine what legislation or policy, if any, is necessary to preserve, restore, and develop [each district] area and to recommend the same to the mayor or Council, whichever is appropriate"; and
WHEREAS, A working group consisting of the chair persons, or duly authorized representatives, of all five commissions convened on January 16, 2003, with the goal to clarify and improve, not to supplant existing guidelines; and
WHEREAS, The working group identified five specific exterior building components including artificial siding, curb cuts, slate roofs, windows, and doors, requiring clarification and or improvement; and
WHEREAS, The working group forwarded a final draft of the Commission Guideline Revisions to all commissions for final review and adoption on December 9, 2003; and
WHEREAS, Upon the approval of the Commission Guideline Revisions final draft by all five (5) Architectural Review Commissions, and upon receipt of a Board of Commission Appeals letter of support, and upon the request of all commissions for City Council adoption of the amendments as submitted and as approved; now, therefore,
