Explanation

1. BACKGROUND

This ordinance authorizes the Director of Public Utilities to enter into contracts with West Granville Road Owner, LLC (the Developer), for the lining of sewer lines for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project.  This work will be performed at no cost to the City.

 

The Developer requested that Public Utilities allow the sanitary flows of the development area to enter the City's sanitary system.  Public Utilities determined this would cause capacity issues, and it would be several years before a City project could be done to increase the capacity to accommodate this request.  It was determined that installing cured in place pipe lining (CIPP Lining) would resolve the capacity issue.  The Developer agreed to pay for the CIPP Lining work so the development could be added to the sanitary sewer system this year.  Public Utilities agreed to this and developed plan number CC-20866 for the work.  Work is planned to also include lining the portion of the sewer laterals (the sewer line going from the main City-owned sewer to a building) that resides within the public right-of-way and/or within the City easement area.  CIPP Lining is a trenchless technology used to repair damaged pipelines.  Instead of digging up the old pipe and replacing it, a resin-saturated liner is inserted into the existing pipe and then cured to form a durable, seamless new pipe inside the old pipe.  This extends the lifespan of the pipelines by decades, increases the flow capacity, and reduces cost by using less labor without the need for restoration and excavation costs. 

 

West Granville Road Owner, LLC, will select the contractor to perform this work.  The choice of contractor is subject to Department of Public Utilities approval.  Construction administration and inspection services will be performed by an existing Department of Public Utilities contract and paid by the Department of Public Utilities.   West Granville Road Owner, LLC, will reimburse the Department of Public Utilities for all construction administration and inspection costs.

 

TIMELINE: The work under this contract shall be completed in a manner acceptable to the City within 365 calendar days after the date of the Notice to Proceed.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT

CIPP saves money by extending the life of the sewer line for decades instead of replacing it and improves the environment by eliminating sewage leaks from deteriorating pipes.  This work will also allow a new development to be connected to the City's sanitary sewer system.  The work will be performed at no cost to the City.

 

3. CONTRACT COMPLIANCE INFORMATION

West Granville Road Owner, LLC, is not currently registered with the City.  They will need to become compliant before the contract can be executed.

 

4. FISCAL IMPACT

There is a net-zero fiscal impact to the City for this work.  West Granville Road Owner, LLC, will perform the construction work at their own expense with no reimbursement by the City.  Construction administration and inspection will be performed using an existing Department of Public Utilities contract via an already established purchase order.  West Granville Road Owner, LLC, will reimburse the Department of Public Utilities for any expenditures incurred for construction administration and inspection.

 

5. EMERGENCY DESIGNATION

Emergency designation is requested so the work can be started and completed per the schedule established by West Granville Road Owner, LLC, eliminating any existing leakage of sewer waste into the ground environment, and allowing a new development to connect to the City's sanitary sewer system this year instead of several years from now.

Body

WHEREAS, there is a need to line sanitary sewer lines for the OSU East Townhomes and OSU East Apartments project as detailed on plan number CC-20866, and

 

WHEREAS, West Granville Road Owner, LLC, is willing to pay for the cost of this work to be performed without reimbursement from the City; and 

 

WHEREAS, the Department of Public Utilities has agreed West Granville Road Owner, LLC, can contract for and pay for this work without reimbursement from the City; and

 

WHEREAS it is necessary for the Director of Public Utilities to enter contracts with West Granville Road Owner, LLC, for the work to be performed for the for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project; and

 

WHEREAS, construction administration and inspection services must be performed on the project; and

 

WHEREAS, the Department of Public Utilities, Division of Water Reclamation, has an existing contract that will be used to perform construction administration and inspection services for this work; and

 

WHEREAS, West Granville Road Owner, LLC, will need to reimburse the Department of Public Utilities for construction administration and inspection expenses incurred for this work; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into contracts with West Granville Road Owner, LLC for the for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project so the work can be started and completed per the schedule established by West Granville Road Owner, LLC, eliminating any existing leakage of sewer waste into the ground environment and allowing a new development to be connected to the City's sanitary sewer system this year instead of in a few years, thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to execute those documents necessary to enter into contracts with West Granville Road Owner, LLC, for the lining of sewer pipes for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project.

 

SECTION 2.  That the Department of Public Utilities is hereby authorized to seek reimbursement from West Granville Road Owner, LLC, for construction administration and inspection costs, or other costs incurred by the Department of Public Utilities, related to the lining of sewer pipes for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project.

 

SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
