Explanation

 

1.  BACKGROUND

The Mid-Ohio Regional Planning Commission (MORPC) is accepting Ohio Public Works Commission (OPWC) SFY 28 Round applications for the Local Transportation Improvement Program (LTIP) and State Capital Improvement Program (SCIP).  MORPC serves in a staff support capacity to the District Three (Franklin County) Public Works Integrating Committee (PWIC).

 

OPWC requires that a designated official be authorized to submit said applications and execute project agreements for approved projects. Additionally, OPWC is required to award a minimum of 10% of the SCIP funding as a no interest loan; in order to make City applications more favorable, some of the applications may include a request for a no interest loan. Therefore, the applications and ensuing agreements may also require a signature from the Director of Finance and Management and City Auditor, as appropriate, to sign for funding use certification, local match availability, and to certify loan portion repayment.

 

This legislation will authorize the Director of Public Service to submit applications and to execute project agreements for approved projects. 2.  EXPECTED PROJECTS

The Department of Public Service plans to submit applications for the following projects:

 

530103-100066 Arterial Street Rehabilitation - Broad St.-Outerbelt St. to Reynoldsburg-New Albany Road.  This project consists of improvements to E. Broad Street from Outerbelt Street to Reynoldsburg-New Albany Road. It is the second phase of a major widening project to construct new through and turn lanes of various configurations in the E. Broad Street corridor from the east side of the I- 270 interchange to the intersection of E. Broad Street and Reynoldsburg-New Albany Road.  The project includes traffic signal improvements; addition of a shared use path, sidewalk, street lighting, and signal interconnect conduit.  Total project cost is approximately $33,361,018.

 

538025-100000 Intersection - Greenlawn - Thurman at High.  This project consists of geometric and mobility improvements to the intersections of Greenlawn Avenue at S. Front Street and S. High Street at Greenlawn Avenue/Thurman Avenue. Improvements include widening Greenlawn Avenue and Thurman Avenue to provide dedicated left turn lanes. Shared use path will be installed along the north side of Greenlawn and sidewalk will be replaced along the south side of both Greenlawn and Thurman. The existing signals at the intersections of High and Greenlawn/Thurman and Greenlawn at Front will be fully replaced.  Total project cost is approximately $7,875,000.

 

530161-100221 Roadway - Leonard Ave. Improvements under RR Bridge.  This project will reconstruct Leonard Avenue under the railroad bridge between E. 5th Avenue and Woodland Avenue. The project will full depth reconstruction with new cross and profile slopes to improve drainage.  Curb and gutter and storm structures will be installed to aid in drainage improvement.  Both sidewalks will be replaced and will sit higher than the roadway.  Underpass lighting will be replaced/added to improve illumination of the sidewalk.  Total project cost is approximately $3,035,000.

 

538014-100000 Intersection - Roberts Rd at Frazell Rd/Spindler Rd.  This project will reconfigure the intersections of Roberts Road with Frazell Road and Spindler Road to construct two compact urban roundabouts.  This improvement includes the construction of a shared use path from Brookford Drive to Willow Glen Road. And sidewalk along Spindler Road to Brookmont Drive.  Additional improvements include the construction of curb and gutter, street lighting, and signing and pavement markings for the new roundabout.  Total project cost is approximately $7,875,000.

 3.  FISCAL IMPACT

Approval of this legislation will provide an opportunity to secure funds for various projects. The preliminary allocation for the District Three Public Works Integrating Committee is approximately $37,000,000, and it is to be awarded in the form of grants and loans. As a part of the application for grant funds, the City may apply for approximately $3,000,000 in loans as necessary to make the applications more favorable to OPWC and the City.

 

No financial participation is required at this time. City funds will be approved in the form of design contracts and/or construction contracts that will be or have been submitted for Council's approval.

To authorize the Director of Public Service to submit applications for the SFY 28 Round of Local Transportation Improvement Program and State Capital Improvement Program through the Ohio Public Works Commission and to execute project agreements for approved projects; to authorize the Director of Public Service and the Director of Finance and Management to submit loan documents and borrow money from the Ohio Public Works Commission for projects as awarded under the State Capital Improvement Program; to authorize the Director of Finance and Management and City Auditor, as appropriate, to sign for funding use certification, local match availability, and to certify loan portion repayment. Body

 

WHEREAS, the Ohio Public Works Commission requires that the City of Columbus designate and authorize officials to submit SFY 2028 Round applications, execute project agreements, sign for funding use certification and local match availability, and to certify loan portion repayment for Local Transportation Improvement and State Capital Improvement Programs; and

 

WHEREAS, application amounts are approximate depending upon OPWC scoring criteria; and

 

WHEREAS, approved applications will require execution within 45 days of notification by the Ohio Public Works Commission; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Service be and is hereby authorized to submit applications and execute project agreements with the Ohio Public Works Commission on behalf of the City of Columbus Department of Public Service for the Local Transportation Improvement Program and State Capital Improvement Program projects.

 

SECTION 2. That the Director of Public Service and Director of Finance and Management be and are hereby authorized to submit loan documents and borrow money from the Ohio Public Works Commission on behalf of the City of Columbus Department of Public Service for projects as awarded under the State Capital Improvement Program.

 

SECTION 3. The Director of Finance and Management and City Auditor, as appropriate, are authorized to sign any consequential promissory notes for approximately $3,000,000 to certify SFY 2028 OPWC funding for the City's SCIP loan portion of any project that is awarded a no interest loan. 

 

SECTION 4.  That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period by law.
