Explanation
BACKGROUND:
Need: To authorize and direct the Director of Finance and Management, to enter into contract with Remington ELSAG Law Enforcement Systems, LLC for the second purchase of a Mobile License Plate Reader System for the Division of Police Auto Theft Unit. This equipment was purchased in July 2006 and has been so successful that the Division of Police wishes to purchase a second unit. This equipment will increase the recovery of stolen motor vehicles, decrease the amount of hours needed to detect stolen property and will allow the Division of Police to gather information on the recovery of stolen property to better address crime patterns and deployment of manpower but in order to utilize all these benefits, it must be interactive with LEADS.
Bid Information:
The Columbus Police Auto Theft Unit has evaluated and tested the MPH 900 System and currently has one unit in operation. A copy of the testing done by the Ohio State Highway Patrol was obtained and reviewed for more information regarding the testing and the reason why the State Highway Patrol decided on the MPH 900 System. Also, the Auto Theft Unit has spent more time contacting other companies such as PIPS and AutoVU to research their products and evaluate the technology through their companies for possible purchase. The other companies were unavailable for the evaluation and would not respond to request or would not provide test system. LAPD utilized the AutoVu System, however LAPD has purchased a large number of systems and the bulk of the AutoVu business appears to be in California.
Remington ELSAG Law Enforcement Systems, LLC is the only supplier that has worked with the Ohio State Highway Patrol (LEADS); therefore this contract will be entered into in accordance with the sole source procurement provisions.
Negotiations were conducted with the company to obtain the best possible pricing for the City of Columbus Division of Police. The contract with Remington ELSAG Law Enforcement Systems, LLC will cost $25,425.00.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

D. Emergency Designation: Emergency legislation is requested in order to expedite delivery of equipment for the Mayor's Summer Strike Force Initiative.

$26,000.00 has been appropriated for this purchase through the Law Enforcement Contraband Seizure Funds.

WHEREAS, the City of Columbus Division of Police Auto Theft Unit needs to purchase a second Mobile License Plate Reader in order to be more efficient and increase the number of recovered stolen vehicles; and
WHEREAS, Columbus Division of Police Auto Theft Unit evaluated and tested the MPH 900 system and currently has one unit in operation; and
WHEREAS, the cost of this purchase was appropriated in the Law Enforcement Contraband Seizure Funds; and
WHEREAS, Remington ELSAG Law Enforcement Systems, LLC was the only supplier to work with the Ohio State Highway Patrol (LEADS); and
WHEREAS, it is in the best interest of the City to enter into this contract in accordance with provisions of Section 329.07(e) (Sole Source) of the Columbus City Codes, 1959; and
WHEREAS, emergency legislation is needed in order to expedite delivery and utilization of equipment as soon as possible for the Mayor's Summer Safety Initiative Project; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into contract for the purchase of a Mobile License Plate Reader System with Remington ELSAG Law Enforcement Systems, LLC in order to expedite delivery of equipment for the Mayor's Summer Strike Force Initiative, thereby preserving the public peace, property, health, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the Director of Finance and Management, be and is hereby authorized and directed to enter into contract with Remington ELSAG Law Enforcement Systems, LLC, for the purchase of a Mobile License Plate Reader System for the Auto Theft Unit of the Division of Police.
SECTION 2. That the expenditure of $25,425.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3. That said contract shall be awarded in accordance with provisions of Section 329.07(e) (Sole Source) of the Columbus City Code, 1959.

That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
