Explanation
The purpose of this legislation is to authorize the Director of Finance and Management to enter into a contract for the purchase of one (1) Ford Escape Hybrid 4 Door 4X4 (U5K) Base Sport Utility Vehicle with Additional Equipment for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center, with Ricart Properties, Inc. dba Ricart Ford, Inc. This vehicle will replace BT18724 and will be used by the Sewer Maintenance Operations Center staff. This new vehicle will average 29 mpg city/hwy compared to about 14 mpg city/hwy of the old vehicle. This vehicle is being purchased in accordance with the City's Green Fleet initiative and has been approved by the City of Columbus, Fleet Management Division.
The Purchasing Office opened formal bids on March 3, 2011 for the purchase of one (1) Ford Escape Hybrid 4 Door 4X4 Base (U5K) Sport Utility Vehicle with Additional Equipment for the Division of Sewerage and Drainage. Forty-one (41) bids were solicited (2-MBE) and two (2) bids were received. A tabulation of those bids is attached.

WHEREAS, the Division of Sewerage and Drainage, Sewer Maintenance Operations Center has a need to purchase one (1) Ford Escape Hybrid 4 Door 4X4 Base (U5K) Sport Utility Vehicle with Additional Equipment, and
WHEREAS, the Purchasing Office opened formal bids on March 3, 2011. Forty-one (41) bids were solicited (2-MBE) and two (2) bids were received, and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest, responsive and responsible bidder Ricart Properties Inc. dba Ricart Ford, Inc., and
WHEREAS, this equipment will be used by the Sewer Maintenance Operations staff, and
WHEREAS, the vehicle being purchased has been approved by the City of Columbus Fleet Management Division and replaces BT18724, and
WHEREAS, it has become necessary to authorize the Finance and Management Director to issue a contract in accordance with the terms, conditions, and specifications of Solicitation Number: SA003860 on file in the Purchasing Office for the Department of Public Utilities, Division of Sewerage and Drainage, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, in that it is immediately necessary to establish a purchase order due to limited availability and vehicle cut-off dates in an emergency manner in order to expedite the completion of the purchase order. This emergency action will allow a purchase order to be issued prior to the vehicle cut-off date for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with Ricart Properties Inc. dba Ricart Ford, Inc. for the purchase of one (1) Ford Escape Hybrid 4 Door 4X4 Base (U5K) Sport Utility Vehicle with Additional Equipment for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
Section 2. That the expenditure of $29,350.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 06, Object Level 03: 6650.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
