Explanation
This legislation authorizes a modification to the design contract for the Group 10 Intersections project (see attached map). There are three intersections and one roadway location in this contract. The intersections are Hudson Street at North High Street, Trabue Road at Walcutt Road and Hines Road at Tussing Road. The roadway improvement is on Cooper Road from Blendon Woods Boulevard to Forest Hills Boulevard. The original contract called for improvement of Cooper Road at the two intersections named, but has been rescoped to connect the two improvements into a continuous roadway widening. The plans for Cooper Road have been broken out and bid separately, requiring a re-formatting of the existing plans. The Hines/Tussing intersection has also been broken off the original plans and bid separately. Traffic congestion and safety concerns warrant that Hines/Tussing be constructed in advance of the other intersections. Lastly, the design of Hudson/High must be upgraded to meet the latest ADA curb ramps criteria. The new criteria calls for slope changes and additional ramps at all intersections. This modification also includes additional surveying since the limits of the original scope were expanded to cover the new ramps.
This modification is a continuation of the existing work already under contract. It would not be practical or feasible to rebid or change consultants at this time. The same hourly rates, overhead rate and the percent profit that were negotiated at the beginning of this project were used to determine the amount of this modification. Columbus Engineering Consultants, Inc., contract compliance number 31-0716498 (expiring April 9, 2005).
The original contract amount was for $283,545.00. This modification is for $50,000.00. The total of all modifications is $175,821.15. The contract amount including all modifications is $459,366.15.
Money for the modification is available from cancelled encumbrances within the 1995, 1999 Voted Streets and Highways Fund, Safety Congestion project.

To authorize the Public Service Director to modify and increase the contract with Columbus Engineering Consultants, Inc. for the preparation of the construction plans for Group 10 Intersections project for the Transportation Division; to authorize the expenditure of $50,000.00 from the 1995, 1999 Voted Streets and Highways Fund. ($50,000.00)

WHEREAS, Contract CT-18373 was authorized by Ordinance #1615-97, passed June 30, 1997, executed July 24, 1997, and approved by the City Attorney July 29, 1997; and
WHEREAS, it necessary to modify Contract #EA012872, to increase the scope of services as per consultant's letter dated April 4, 2003 for Group 10 Intersections project; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized to modify and increase Contract #EA012872 with Columbus Engineering Consultants, Inc., 840 Michigan Avenue, Columbus, OH 43215 by $50,000.00 to complete the design and construction plans for the Group 10 Intersections project in accordance with the plans on files in the office of the Public Service Director, which hereby approved.
SECTION 2. That the sum of $50,000.00 or so much thereof as may be needed be and hereby is authorized to be expended from Fund 704, 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6681, OCA Code 644385 and Project 540010 to pay the cost of said contract modification.
SECTION 3. That this ordinance shall take effect and be in force from and afer the earliest period allowed by law.
