Title: To authorize the Director of Public Utilities to enter into agreements with and accept contributions and/or reimbursements from Franklin County relative to the Maize/Cooke Road HSTS Elimination project; and to, as necessary, provide a refund to Franklin County. ($0.00)

Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Utilities to enter into contribution and/or reimbursement agreements with Franklin County relative to the Maize/Cooke Road HSTS Elimination project, C.I.P. Number 650895-100010, to accept funding from Franklin County to defray design, construction, construction inspection, and other costs during the completion of this project, and to, as necessary, provide a refund to Franklin County after final accounting is complete or after certification from the Department of Public Utilities that any funds remaining on deposit are no longer needed for the project and can be refunded.

 

Columbus Water and Power, Division of Water Reclamation (DWR), has identified approximately 82 City of Columbus and Franklin County properties that are currently served by Home Sewage Treatment Systems (HSTS) in the Maize Road/Cooke Road area.  The Maize/Cooke Road HSTS Elimination project will design and construct approximately 8,000 linear feet of sanitary sewer main extension along Karl Road, Cooke Road, and Maize Road to eliminate the HSTS’s in this area.  The City of Columbus will bid and manage the contracts for design, construction, and construction inspection for this project.  Franklin County will pay for cost of the project for the properties located in Franklin County outside of the City of Columbus.  City Council approval is required to enter into needed agreements with Franklin County to accept the funding from Franklin County. 

 

2.  FISCAL IMPACT

Franklin County has agreed to pay the Department of Public Utilities for work performed in Franklin County outside of the City of Columbus as part of the Maize/Cooke Road HSTS Elimination project.  The Franklin County share of the project cost is unknown at this time.   Franklin County will either contribute funding for the design, construction, construction inspection, and other costs of the project or reimburse the Department of Public Utilities for the Franklin County share of the costs.

 

There is no cost to the City at this time.  Funding requests will be submitted under additional legislation when contracts are awarded and costs are known.

Body

WHEREAS, the Department of Public Utilities is administering the Maize/Cooke Road HSTS Elimination project, which encompasses construction of approximately 8,000 linear feet of sanitary sewer main extension along Karl Road, Cooke Rd and Maize Rd.; and

 

WHEREAS, the Department of Public Utilities and Franklin County desire to do a joint project to eliminate HSTS properties in the project area; and

 

WHEREAS, the Department of Public Utilities will bid and administer the design, construction, and construction inspection contracts for this project, and acquire any right-of-way or easements needed for the project; and

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into agreements with and to accept funding from Franklin County relative to the aforementioned effort; and

 

WHEREAS, the actual cost of the work required to complete the project is not yet known, including the amount Franklin County will need to pay; and,

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of the Department of Public Utilities to enter into contribution or reimbursement agreements needed with Franklin County to accept payment from Franklin County for their share of the cost of the Maize/Cooke Road HSTS Elimination project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities be and hereby is authorized to enter into contribution and/or reimbursement agreements with Franklin County, and to accept funding from Franklin County, to defray design, construction, construction inspection, and any other costs incurred by the Department of Public Utilities on behalf of Franklin County during the completion of the Maize/Cooke Road HSTS Elimination project, and to, as necessary, provide a refund to Franklin County after final accounting is complete or after certification from the Department of Public Utilities that any funds remaining on deposit are no longer needed for the project and can be refunded.

 

SECTION 2.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
