This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Fleet Management Division with Ricart Properties Inc. for vehicle alignment and Ford OEM repair services.
The City of Columbus previously bid and successfully awarded Ricart Properties Inc. the contract for front end alignment and Ford OEM repair services, pursuant to bid solicitation RFQ027247. Two bids were received and opened on April 21st 2024. Ricart Properties Inc was found to be the lowest, responsible and best bidder.
This contract is for one, from June 24th 2024 to May 31st 2025 by the City of Columbus with the option of the three (3) renewals available made on a year-to-year basis upon mutual agreement, budgeted funds and approval by Columbus City Council. If unforeseen issues or difficulties are encountered that would require additional funding, a modification would be requested.
The originally contracted amount of $110,000.00 has been utilized and the amount is set to be depleted by the end of November. The contract grew from $50,000.00 to $110,000.00 in 2023 and was not increased when made in 2024. The growing utilization of this contract for front-end alignments and Ford OEM repair services is critical to the operations of Fleet Management and the City of Columbus. An increase in the number of OEM repairs and an increase in the number of vehicles serviced by Fleet Management makes the continuation of these services critical to the continued operation of the City of Columbus Fleet. Expenses are tracking $25,000.00 a month, which is how the additional funding of $150,000.00 requested was calculated, based on the contract ending on May 31st. It is in the best interest of the City to not have a lapse in availability for these services, as they are critical to keeping vehicles of the City of Columbus Fleet operational, which a new bid would require. At the time of awarding of this contract is not foreseen that there would be such a large increase in usage of this contract this year. More Ford Vehicles has equated to more Ford OEM repairs being necessary and utilization of this contract has ballooned from $11,000 a month to nearly $25,000 a month, attributable to increased need and price increases.
This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to modifying a service contract.

EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to allow the continuation of vital services to keep the Department of Finance and Management - Fleet Management division, Police, Fire and a number of other City of Columbus divisions operations running efficiently for the health and prosperity of City of Columbus citizens

To authorize the Finance and Management Director, on behalf of the Fleet Management Division, to modify a contract with Ricart Properties, Inc. for vehicle alignments and Ford OEM repairs from $110,000.00 to $260,000.00 and to authorize the expenditure of an additional $150,000.00 from the Fleet Management Operating Fund and to declare an emergency. ($150,000.00)

WHEREAS, it is necessary to modify the contract for vehicle alignment and Ford OEM repair services for City of Columbus vehicles; and
WHEREAS, the Fleet Management Division solicited a bid (RFQ027247) and awarded this contract to Ricart Properties, Inc.; and
WHEREAS, RFQ027247 on April 21st, 2024, was awarded to Ricart Properties Inc. and the contract signed on June 24th 2024, for vehicle alignments and Ford OEM repairs for $110,000.00; and
WHEREAS, Fleet Management in a span of three (3) months, has utilized exactly 64.72% ($71,189.29) of the allotted $110,000.00 on the initial contract, signed June 24th 2024, with an annual monthly expenditure of $23,729.76; and
WHEREAS, this ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to modifying a contract; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Fleet Management Division that it is immediately necessary to authorize the Director of Finance and Management to modify and increase the current contract for front end alignments and Ford OEM repairs with Ricart Properties Inc., to allot funds in order to allow the continuation of vehicle alignment and Ford OEM repair services to keep the Fleet Management, Police, Fire and a number of other agencies vehicles running efficiently for the health and prosperity of City of Columbus citizens, all for the immediate preservation of the public health, peace, property and safety; now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director, on behalf of the Fleet Management Division, is hereby authorized to modify a contract with Ricart Properties Inc. for vehicle alignment services and Ford OEM repairs from $110,000.00 to $260,000.00.
SECTION 2. That the expenditure of an additional $150,000.00 or so much thereof as may be necessary in regard to the action authorized in Section 1 is hereby authorized in Fund 5200 Fleet Management Operating Fund in Object Class 03-Contractual Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
