Explanation
This legislation authorizes the Director of Public Utilities to modify and extend a contract for Security Guard Services for the Sewer Maintenance Operations Center within the Division of Sewerage and Drainage with U.S. Security Associates Incorporated.
Security Guard Services are required at the Sewer Maintenance Operations Center twenty-four (24) hours per day. Ordinance number 0053-03, passed February 3, 2003 authorized the extension of the contract until May 31, 2004. The contract allows for five (5) extensions. The Division of Sewerage and Drainage desires to extend the contract for a fifth year, from May 31, 2004 to and including May 31, 2005 with an increase from $14.89 per billing hour to $15.49 per billing hour, a 4% increase per the terms of the contract. The Division of Sewerage and Drainage wishes to increase the contract by $119,600.00.

To authorize the Director of Public Utilities to modify and extend an existing contract for Security Guard Services with U.S. Security Associates, Inc for the Division of Sewerage and Drainage, to authorize the expenditure of $119,600.00 from the Sewerage System Operating Fund and to declare an emergency. WHEREAS, EL-003260 with U.S. Security Associates Inc., authorized a fourth year agreement for Security Guard Services at the Sewer Maintenance Operations Center within the Division of Sewerage and Drainage until May 31, 2004; and
WHEREAS, the contract terms allow for five (5) extension periods and the division wishes to extend the contract for a fifth year from May 31, 2004 to and including May 31, 2005 with a 4%billing hour rate increase from $14.89 to $15.49 per the contract, and,
WHEREAS, the Division of Sewerage and Drainage wishes to increase the contract by $119,600.00, and,
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to enter into contract so that there is not an interruption in services and security at the Sewer Maintenance Operations Center for Security Guard Services with U.S. Security Associates Inc for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and he is hereby authorized to modify and extend EL-003260 with U.S. Security Associates Inc for Security Guard Services from May 31, 2004 to and including May 31, 2005 and increase the contract amount by $119,600.00 in accordance with specifications on file in the Division of Sewerage and Drainage.
SECTION 2. That an hourly rate increase of 4% from $14.89 to $15.49 be incorporated into the modification.
Section 3. That the expenditure of $119,600.00, or so much thereof as may be necessary, be and is hereby authorized from the Sewerage System Operating Fund, 650 as follows, to pay the cost thereof.

That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
