Explanation
This ordinance amends previously passed ordinance 1626-2026 to allow for advanced payment of the authorized grant. Ordinance 1626-2026 passed on June 1, 2026 but did not include an allowance for the advanced distribution of funds.
Emergency action is requested in order to accommodate the immediate financial needs of The Masters Preparatory Academy to administer the UBUNTU x SIMBA Leadership & Workforce Institute.
Fiscal Impact: There is no additional fiscal impact for this ordinance.

To amend ordinance 1626-2026 to authorize the City Clerk to enter into an advance payment grant agreement with The Masters Preparatory Academy which authorization was inadvertently omitted when the legislation was passed; and to declare an emergency (0.00)

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize this amendment in order to accommodate the immediate financial needs of The Masters Preparatory Academy to administer the UBUNTU x SIMBA Leadership & Workforce Institute; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Title to Ordinance 1626-2026 is hereby amended as follows with addition in underline and deletions struck-through:
Title
To authorize the City Clerk to enter into a an advance payment grant agreement with The Masters Preparatory Academy in support of their UBUNTU x SIMBA Leadership & Workforce Institute for the delivery of programming on a predetermined
advance payment schedule; to authorize an expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($50,000.00)
SECTION 2: That the existing Title to Ordinance 1626-2026 is hereby repealed.
SECTION 3: That SECTION 1 of ordinance 1626-2026 is hereby amended as follows with addition in underline and deletions struck-through:
SECTION 1. That the City Clerk is hereby authorized to enter into a an advance pay grant agreement with The Masters Preparatory Academy in support of their UBUNTU x SIMBA Leadership & Workforce Institute, and that funds are hereby authorized to be issued to The Masters Preparatory Academy in advance of the delivery of programming on a predetermined payment schedule.
SECTION 4: That existing SECTION 1 of Ordinance 1626-2026 is hereby repealed.
SECTION 5: That except as provided herein, all other provisions of Ordinance 1626-2026 shall remain in full force and effect; it is the intent of City Council that Ordinance 1626-2026 and this Ordinance be construed together as a single instrument as appropriate.
SECTION 6. That for the reasons stated in the preamble hereunto, where is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
