Explanation
BACKGROUND:
The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with DXP Enterprises Inc. for the purchase of Yeomans Air Lift Ejector Parts for the Division of Sewerage and Drainage. The Yeomans Air Lift Ejector Parts will be used at the Southerly Wastewater Treatment Plant for pumping water for various processes throughout the wastewater treatment plant as required by federal and state standards.
PROCUREMENT
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ030793).

The certification of DXP Enterprises Inc., was in good standing at the time of the contract award. The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: $80,831.33 has been budgeted for this purchase.

To authorize the Director of the Department of Finance and Management to establish a contract with DXP Enterprises Inc. for the purchase of Yeomans Air Lift Ejector Parts for the Division of Sewerage and Drainage; and to authorize the expenditure of $80,831.33 from the Sewerage Operating Fund. ($80,831.33)

WHEREAS, the Purchasing Office opened formal bids on August 14, 2025 for the purchase of Yeomans Air Lift Ejector Parts for the Division of Sewerage and Drainage; and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest responsive, responsible and best bidder DXP Enterprises Inc. for all items; and
WHEREAS, the Southerly Wastewater Treatment Plant will use the Yeomans Air Lift Ejector Parts for pumping water for various processes throughout the wastewater treatment plant as required by federal and state standards; and
WHEREAS, this ordinance authorizes the expenditure of $80,831.33, or so much thereof as may be needed, for the purchase of Yeomans Air Lift Ejector Parts; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with DXP Enterprises Inc. in accordance with the terms, conditions and specifications of Solicitation Number RFQ030793 on file in the Purchasing Office; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management be and is hereby authorized to establish a contract with DXP Enterprises Inc. for the purchase of Yeomans Air Lift Ejector Parts in accordance with RFQ030793 specifications on file in the Purchasing Office contingent upon DXP Enterprises Inc. becoming compliant with City of Columbus Vendor Services and securing an updated Contract Compliance Number.
SECTION 2. That this contract is in accordance with the relevant provisions of Chapter 329 of City Code.
SECTION 3. That the expenditure of $80,831.33, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating Fund); in Object Class 02 Materials and Supplies per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
