Background: This ordinance authorizes and directs the Director of Finance and Management on behalf of the Franklin County Municipal Court Clerk to enter into to contract with Ferrarelli, Inc. for the purchase of printed computerized mailer envelopes in accordance with Columbus City Code, Section 329.07(E), sole source procurement.
 
The printed computerized mailer envelopes are compliant with U. S.  Postal requirements.  The  printed envelopes are used for serving via certified mail for summons to defendants, garnishments to employers and financial institutions, as well as other certified mail requests.
 
Bid Information:  Ferrarelli, Inc. is the sole provider of the printed envelopes: patent number# 5,183,203.
 
Emergency:  For ongoing and uninterrupted certified mail service.
 
Fiscal Impact:  $14,687.36 is available within the Municipal Court Clerk's 2006 computer fund appropriations.
 
This company is not debarred according to the excluded party listing system of the Federal Government or prohibited from being awarded a contract according to the Auditor of State unresolved finding for recovery certified search.

Body
 
Whereas, it is necessary that the Franklin County Municipal Court Clerk's office to purchase  printed certified mailer envelopes for serving via certified mail for summons to defendants, garnishments to employers and financial institutions, as well as other certified mail requests; and
 
Whereas, the sole source procurement is in accordance with Columbus City Code, Section 329.07 (E); and
 
Whereas, an emergency exists in the usual daily operations of the Franklin County Municipal Court Clerk's office, in that it is immediately necessary to enter into contract and authorize the expenditure with Ferrarelli,  Inc. for the purchase of printed certified mailer envelopes thereby preserving the public health, peace, safety, and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  The Director of Finance and Management be and is hereby authorized to enter into a contract with Ferrarelli,  Inc. on behalf of the Franklin County Municipal Court Clerk for the purchase of printed computerized mailer envelopes.
 
Section 2.  That this sole source procurement is in accordance with Section 329.07 (E) of the Columbus City Code.
 
Section 3.  That the expenditure sum of $14,687.36 or so much thereof as may be necessary is hereby authorized to be expended from the Franklin County Municipal Court computer fund, organization 2601, fund 227, oca code 260208, object level one 03, object level 03: 3352 - $14,687.36.
 
Section 4.  That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance hereby declared an emergency measure and shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after the passage if the Mayor neither approves nor vetoes the same.
