Rezoning Application: Z25-020

                      

APPLICANT: Elizabeth Leidy c/o Sidney M. Fimiani; 500 South Front Street, Suite 1200; Columbus, Ohio 43215.

     

PROPOSED USE: Storage warehouse.

 

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on July 10, 2025.

 

FRANKLINTON AREA COMMISSION RECOMMENDATION: Approval.

 

CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of one parcel developed with a commercial warehouse in the C-4, Commercial District. The requested M, Manufacturing District will allow the construction of a warehouse for equipment storage. Although the proposal is not consistent with the West Franklinton Plan’s (2014) “Regional Mixed Use” recommendation, Staff are in support because of nearby existing, and Plan-recommended manufacturing and industrial uses.

Body

 

WHEREAS, application #Z24-020 is on file with the Department of Building and Zoning Services requesting rezoning of 1.59± acres from C-4, Commercial District, to M, Manufacturing District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the Franklinton Area Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the requested M, Manufacturing District will allow for storage and warehousing uses consistent with the existing zoning and development pattern along Harmon Avenue; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

 

753 HARMON AVE. (43223), being 1.59± acres located at the southwest corner of Harmon Avenue and Griggs Avenue, and being more particularly described as follows:

 

Situated in the State of Ohio, County of Franklin and in the City of Columbus:

 

Being Lots Numbered One (1) through Six (6), inclusive, and Reserve "A", in FREDERICK GARLING'S SUBDIVISION, as the same is numbered and delineated upon the recorded plat thereof, of record in Plat Book JO, Page 128, Recorder's Office, Franklin County, Ohio, together with interests in the vacated alley bounded by the above, described premises.

To Rezone From: C-4, Commercial District,

 

To: M, Manufacturing District.

 

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the M, Manufacturing District on this property.

 

SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said official zoning map in the office of the Department of Building and Zoning Services.

 

SECTION 4. That this ordinance is further conditioned on the placement of three trees, Syringa reticulata, Japanese tree lilac, and Ivory Silk, be placed along the Harmon Road frontage of the subject site at a distance of 35 to 40 feet apart.

 

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
