Explanation

 

Background:

This ordinance will authorize and direct the Director of Recreation and Parks to enter into a contract with Martin Painting and Coating Co. for Swimming Pool and Park facility Improvements.

 

Three bids were received by the Recreation and Parks Department on March 27, 2007 for the Painting Improvement Project  as follows:

Services will include the paining of buildings at Tuttle Pool, Glenwood Pool, and Westgate Open shelter, fence painting at Tuttle Pool, Glenwood Pool, Lincoln Pool, and Sullivant Gardens Tennis.

 

A contingency amount of $6,000.00 is being included in this project

 

Contract Compliance Number for Martin Painting and Coating  310649396.

 

Emergency action is necessary to allow project to be complete prior to summer swimming season.

 

Fiscal Impact:

$68,077.00 is budgeted in the Recreation and Parks Voted 1999/2004 Bond Fund to meet the financial obligation of this project.

 

Title

 

To authorize and direct the Director of Recreation and Parks to enter into contract with Martin Painting and Coating Co. for the Pool and Park Facility painting project, to authorize the expenditure of $68,077.00 from the Recreation and Parks Voted bond fund, and to declare an emergency.  ($68,077.00)

 

 

Body

 

                     WHEREAS, bids were received by the Recreation and Parks Department on March 27, 2007 and the contract for the Pool and Park facility painting will be awarded on the basis of the lowest and best responsive and responsible bidder; and

 

                     WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract to allow work to be complete prior to summer swimming season; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

                     SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Martin Painting and Coating Co. for the Pool and Park Facility Painting Improvements, in accordance with plans and specifications on file in the Recreation and Parks Department.

                         

                     SECTION 2.   That the expenditure of $68,077.00, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:

 

$60,077.00  Recreation and Parks Voted Bond Funds: Fund  No. 702, Dept. 51-01, Project 510011, OCA Code 644526, and Object Level 3 No. 6621

 

$8,000.00  Recreation and Parks Voted Bond Funds: Fund  No. 702, Dept. 51-01, Project 510017, OCA Code 644526, and Object Level 3 No. 6621

 

 

                     SECTION 3.   That for the purpose of paying for any contingencies which may occur during this project, the amount of $6,000.00 has been included in Section 2, above.  This amount will be expended only after approval by the Director of the Recreation and Parks Department, certification by the City Auditor, and approval of the City Attorney.                     

 

                      SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
