Explanation
BACKGROUND: This ordinance authorizes the Director of Finance and Management to enter into contract, on behalf of the Facilities Management Division, with Legacy Roofing Services, LLC for roof and gutter repair services. These services include the Lining of Internal Gutter with TPO and Multiple Coating Repairs. The repairs will take place at 77 North Front Street, 724 E. Woodrow Ave. (Police Property Room), and 2300 W. Broad Street, (West Side Health Center).
Bids were solicited via RFQ033228, RFQ0033213, and RQF033227. Legacy Roofing was the sole bidder on two of the three bids, RFQ033213 and RFQ033228. Two responses were received on RFQ033227, and Legacy was the lowest bidder.

To authorize the Director of the Department of Finance and Management, on behalf of the Facilities Management Division, to enter into contract with Legacy Roofing Services, LLC for roof and gutter repair services; to authorize the expenditure of $67,572.00 from the General Permanent Improvement Fund; and to declare an emergency. Body
WHEREAS, the Department of Finance and Management, on behalf of the Facilities Management Division has a need for roof and gutter repair services at 77 North Front Street, 724 E. Woodrow Ave. (Police Property Room), and 2300 W. Broad Street, (West Side Health Center); and
WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management to authorize the Director to enter into a contract with Legacy Roofing Services, LLC for roof and gutter services; and
WHEREAS, the Department of Finance and Management solicited competitive bids for the services in accordance with the relevant provisions of Chapter 329 of City Code through RFQ033213, RFQ033228 and RFQ033227; and
WHEREAS, Legacy Roofing, LLC. won the bid proposals as the sole bidder on two of the three bids and the as the lowest bidder on the third bid; and
WHEREAS, the expenditure of $67,572.00 or so much thereof may be needed, is hereby authorized from fund 7748, the General Permanent Improvement Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department in that it is immediately necessary to authorize the Director to enter into contract, on behalf of the Facilities Management Division, with Legacy Roofing Services, LLC for roof and gutter repair services to resume a safe work environment at the 77 North Front Street, 724 E. Wood row Ave. and 2300 W. Broad Street buildings, for the immediate preservation of the public peace, property, health, welfare, and safety; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management is hereby authorized to enter into contract, on behalf of the Facilities Management Division, with Legacy Roofing Services, LLC for roof and gutter repair services at 77 North Front Street, 724 E. Woodrow Ave. (Police Property Room), and 2300 W. Broad Street, (West Side Health Center).
SECTION 2. That the expenditure of $67,572.00 or so much thereof as may be necessary in regard to the action authorized in Section 1, be and is hereby authorized and approved per the accounting codes in the funding attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance remaining for this project account to the unallocated balance account within the same fund upon receipt of proper notification from the Department of Finance and Management that the project has been completed and the monies are no longer required for this project.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
