Explanation
 
Background:
This ordinance will grant permission to the following group to apply for temporary liquor permits authorizing the sale of alcoholic beverages at a special event to be held during 2006 as listed in Section 1.
 
1)Columbus Symphony Orchestra for OSU vs. Michigan Tailgate, November 16, on the south side of State Street close to the entrance to the Ohio Theatre.
 
The organizer of this special event wishes to have alcoholic beverages available for sale to eligible patrons on city property to be used for the event. The organizer of the above mentioned event wishes to conduct alcoholic beverage sales at this event pending city authorization. The City of Columbus, acting by and through its Executive Director of Recreation and Parks, is required to grant approval to Columbus Symphony Orchestra, so they may obtain the required permits from the Ohio Division of Liquor Control.

Title
 
To authorize and direct the Executive Director of Recreation and Parks to grant consent to Columbus Symphony Orchestra to apply for permission to sell alcoholic beverages at the following 2006 event: OSU vs. Michigan Tailgate; and to declare an emergency
 
 
 
Body
              WHEREAS, the following special events will take place during 2006: November 16, 2006 OSU vs. Michigan Tailgate, and
 
      WHEREAS, the sponsoring organization of this event wishes to sell alcoholic beverages at said event; and
 
      WHEREAS, to this end, permission from the City of Columbus is required as it is the property owner involved; and
 
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to proceed with application process due to the timing of the event and applicable State permit requirements; now, therefore
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      Section 1.   That the Executive Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to Columbus Symphany Orchestra to apply for appropriate liquor permits to enable the latter to sell alcoholic beverages during the hours specified in said permits and at specified location during their 2006 event:
 
1)  Columbus Symphoney Orchestra's OSU vs. Michigan Tailgate, November 16, 2006, South side of State Street close to the entrance of the Ohio Theatre.
 
      Section 2.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
