Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into contract for the replacement of Air Filtration Units in Aeration Control Buildings A & B at the Jackson Pike Wastewater Treatment Plant for the Division of Sewerage and Drainage. The existing air filtration units were installed in the 1950s, and are requiring maintenance on a frequent basis due to age and obsolescence. Replacement parts are no longer available for the existing units.
B. Procurement History. This procurement has been conducted in conformance with the requirements for competitive sealed bidding in Section 329, Columbus City Codes, 1959. An Invitation For Bidders (IFB) was published in the "City Bulletin" on July 30, August 6, 13, 20, 27, and September 3, 2005. Seven sets of Bidding Documents were obtained by prospective Bidders, and four interested entities attended the Pre-Bid Conference on August 17, 2005. On the stipulated Bid Date of September 7, 2005, two Bidding Documents sets were returned, with the following results:

C. Recommended Contract Award. The Bids have been reviewed, and appear to be free of substantive defects. Award is recommended to The Righter Company, Inc. of Columbus, Ohio, who are the Lowest Responsive and Responsible and Best Bidder.
D. Contract Compliance No.: 310889208.
E. Type of Business Enterprise: Majority.
F. Emergency Designation. Emergency designation is not requested.
2. FISCAL IMPACT:
A. Budget Information. The FY2005 Budget allocates a total of $300,000.00 for this contract.

($ 209,400.00)

WHEREAS, the Department of Public Utilities received bids on September 7,2005, for the Replacement of Air Filtration Units at the Jackson Pike Wastewater Treatment Plant for the Division of Sewerage and Drainage; and
WHEREAS, it is immediately necessary to authorize the Director of Public Utilities to enter into contract with the Righter Company, Inc., for the Replacement of Air Filtration Units at the Jackson Pike Wastewater Treatment; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be, and hereby is, authorized to enter into contract with The Righter Company, Inc., 2424 Harrison Road, Columbus OH 43204, for the Replacement of Air Filtration Units at the Jackson Pike Wastewater Treatment Plant for the Division of Sewerage and Drainage, in accordance with the terms and conditions as shown on the contract on file in the office of the Division of Sewerage and Drainage.
Section 2. That the said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
Section 3. That the expenditure of $209,400.00, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, OCA 604819, Object Level 03: 6624.
Section 4. That this ordinance shall take effect and be in force from and after the earliest date allowed by law.
