Explanation
BACKGROUND:
This legislation authorizes the Director of Development to enter into a modification to Contract DL012280 with Homes on the Hill Community Development Corporation (CDC) by granting a time extension. This modification will extend the contract 21 months to December 31, 2008 as necessary to complete contract services. This modification will allow Homes on the Hill CDC sufficient time to complete the tasks outlined in the contract, which include The Hilltop Ambassadors community patrol program, the Court Watch Program and the printing and distribution of a Community Safety Guidebook. The current scope of services also includes the training and hiring of two additional ambassadors which will allow for two teams to patrol different geographic areas at the same time.
FISCAL IMPACT:
No additional funding is required for this modification. Remaining funds already authorized and encumbered in contract DL012280 totaling $24,486.01 will be utilized during the time period of this modification.
Title
To authorize the Director of Development to modify a contract with Homes on the Hill Community Development Corporation, by extending the term of the existing contract; and to declare an emergency.
Body
WHEREAS, the Director of Development desires to enter into a modification to Contract DL012280 with Homes on the Hill Community Development Corporation (CDC) by granting a time extension; and
WHEREAS, an extension of time for the Contract will allow Homes on the Hill CDC to complete the Community Safety Program and Court Watch Program undertaken in the Hilltop under the Contract; and
WHEREAS, both parties desire to amend the Contract; and
WHEREAS, these modifications will amend the contract in accordance with Section II, TIME OF AGREEMENT; and
WHEREAS, an emergency exists in the usual daily operation of the Department of
Development, in that it is immediately necessary to extend the time of the contract with Homes on the Hill CDC to allow program services to continue without interruption, thereby preserving the public health, peace, property, safety, and welfare, and; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify Contract DL012280 with Homes on the Hill Community Development Corporation (CDC) by extending the time of the contract from April 1, 2006 to December 31, 2008, an extension of 21 months as necessary to complete contracted services.
Section 2. That this modification is made pursuant to Section 329.16 of the Columbus City Code.
Section 3. That for reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
