BACKGROUND
This ordinance authorizes the Director of the Department of Technology to renew the contract with Environmental Systems Research Institute, Inc. (ESRI) for software licensing, maintenance and support for the City’s geographic information systems (GIS) for the contract amount of $575,000.00.
The City’s GIS system supports several business applications utilized by city residents and city employees. The applications include but are not limited to crime mapping, snow and ice operation applications, capital improvement projects mapping, utility dashboards, and zoning map applications. Authorization of this sole source contract will ensure continued access to the City’s current ESRI software portfolio, including the continuation of unlimited licensing of its most heavily used ESRI software products. This will ensure that the City can continue to meet emerging GIS technology needs expeditiously and cost-effectively.
Ordinance 0551-2024 authorized the Director of the Department of Technology to enter into a sole source contract with Environmental Systems Research Institute, Inc. (ESRI) for software licensing, maintenance and support for the City’s geographic information systems (GIS) in the amount of $525,000.00. The original contract was established and authorized by Ord. No. 0551-2024, passed on March 21, 2024, and included a three-year negotiated contract. This ordinance authorizes the funding for the third and final year at a total cost of $575,000.00 for a period of twelve (12) months, starting on April 15, 2026, and ending on April 14, 2027.

FISCAL IMPACT

($575,000.00)

WHEREAS, the Department of Technology has a need software licensing, maintenance, and support for the City’s geographic information systems (GIS); and
WHEREAS, Ordinance 0551-2024, passed on March 21, 2024, authorized the Director of the Department of Technology to enter into a three-year contract with Environmental Systems Research Institute, Inc. (ESRI) for software licensing, maintenance and support; and
WHEREAS, this ordinance authorizes year three of the three year negotiated contract starting April 15, 2026, and ending April 14, 2027, at a cost of $575,000.00; and
WHEREAS, this ordinance is contingent upon passage of the 2026 Operating budget, Ordinance 2939-2025; and
WHEREAS, it has become necessary in the usual daily operation of the city for the Department of Technology to authorize the Director of the Department of Technology to renew a contract with Environmental Systems Research Institute, Inc. (ESRI) for software licensing, maintenance, and support; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology is hereby authorized to renew a contract with Concourse Tech, Inc. for Environmental Systems Research Institute, Inc. (ESRI) for software licensing, maintenance and support for the City’s geographic information systems at a cost of $575,000.00, for a one (1) year term, starting on April 15, 2026, and ending April 14, 2027.
SECTION 2. That the expenditure of $575,000.00 or so much thereof as may be necessary is hereby authorized as shown in the attachment to this ordinance. (See attachment: 0111-2026 EXP)
SECTION 3. That this ordinance is contingent on passage of the 2026 Operating Budget, ordinance 2939-2025.
SECTION 4. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
