Explanation

Need:       The City of Columbus Division of Police has been awarded funding through the federal S.T.O.P. Violence Against Women Act (VAWA) 2005 Initiative. The grant funding will enhance and continue existing Sexual Assault Squad (SAS) duties of investigating the crimes of rape and sexual assaults. The funds for cell phone service and color printer cartridges for the case file preparation will assist the SAS detectives in a high quality and more efficient investigative process. The City must act as subgrantee to the Franklin County Board of Commissioners through the Franklin County Office of Homeland Security and Justice Programs according to the federal grant guidelines. Therefore, the Mayor is required to sign a subgrantee award and contract document to accept the award on behalf of the City.

Emergency Designation: Emergency legislation is necessary to make the awarded funding available for use when the project period starts January 1, 2006.

FISCAL IMPACT:

There is no impact for the General Fund Account. The City through the Division of Police will provide an in-kind match for the grant.
