Explanation
Background
This legislation will authorize the City Attorney to accept the Somali Victim Advocate Grant #2005-JG-D01-6334 from the Ohio Office of Criminal Justice Services for the maintenance of existing services to Somali crime victims within the Witness Assistance unit of the City Attorney's Office. This unit assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
Emergency action is requested to allow for the earliest possible commencement of the grant program.
This ordinance is contingent on the passage of the 2006 General Fund Budget.
Fiscal Impact:
The required matching funds of $10,000.00 are included in the City Attorney's 2006 General Fund Budget.

To authorize the acceptance a grant from the Ohio Office of Criminal Justice Services and the appropriation of funds in the amount of Thirty Thousand Dollars ($30,000.00) for the funding of the Somali Victim Advocate program, to authorize the transfer and appropriation of matching funds required by the acceptance of the grant in the amount of Ten Thousand Dollars ($10,000.00) and to declare an emergency. WHEREAS, the Ohio Office of Criminal Justice Services, has awarded the City of Columbus, City Attorney's Office, a grant in the amount of Thirty Thousand Dollars ($30,000.00) for grant 2005-JG-D01-6334 Somali Victim Advocate program for the year 2006; and
WHEREAS, the acceptance of this grant requires that the City Attorney supply matching funds in the amount of Ten Thousand Dollars ($10,000.00); and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds, and transfer and appropriate the matching funds in order that the services supported may continue without interruption and for the preservation of the pubic health, peace, property, safety and welfare, and, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
SECTION 1. That the City Attorney be and hereby is authorized to accept a grant in the amount of Thirty Thousand Dollars ($30,000.00) from the Ohio Office of Criminal Justice Services for the Somali Victim Advocate program.
SECTION 2. That the amount of Ten Thousand Dollars ($10,000.00) is hereby transferred as follows:

SECTION 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of Forty Thousand Dollars ($40,000.00) is appropriated as follows: department 2401, Somali Victim Advocate Grant, grant number 246012, fund number 220, organizational cost account 246012, object level 3 - 1000.
SECTION 4. That funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
