Explanation

 

Background:

This legislation will authorize the City Attorney to accept a term extension and supplemental grant award from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs for the American Recovery and Reinvestment Act (ARRA) Justice Assistance Grant (JAG).  Said funding is for the attendance by the Chief Prosecutor at a seminar held by the Association of Prosecuting Attorneys (APA) September 28 through September 30, 2011 in Chicago, IL.  The new grant term has been extended through 10/31/11. 

 

Said grant was originally authorized by ordinance 0776-2009 passed 07/08/2009 for the amount of $82,000.00.

 

Emergency action is requested due to the timing of the award and the seminar.

Project period:  05/01/09 - 10/31/11

Supplemental Award Federal Share:  $1,540.00 

There are no required matching funds for this grant award.

Body

 

WHEREAS, the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs, originally awarded the City of Columbus, City Attorney's Office, a grant in the amount of Eighty-two Thousand Dollars ($82,000.00) for the  DV Advocate and Victim Services Grant #09-ARRA JAG-300 with a term of 07/09/09 through 10/31/10; and

 

WHEREAS, acceptance of said grant was authorized on 07/08/2009 by ordinance 0776-2009; and

 

WHEREAS, the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs, has subsequently awarded the City of Columbus, City Attorney's Office, a supplemental grant award in the amount of One Thousand Five Hundred Forty Dollars ($1,540.00) to for the DV Advocate and Victim Services Grant #09-ARRA JAG-300 and an extension of said grant through 10/31/11; and

 

WHEREAS, the supplemental grant award is to fund the attendance by the Chief Prosecutor at a seminar held by the Association of Prosecuting Attorneys (APA) in Chicago, IL September 28 through 30, 2011. 

 

WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds in order that the activities supported may commence and for the preservation of the public health, peace, property, safety and welfare, and now therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:

 

SECTION 1.  That the City Attorney be and hereby is authorized to accept a supplemental grant award in the amount of One Thousand Five Hundred Forty Dollars ($1,540.00) and an extension until October 31, 2011 from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs, for the for the #09-ARRA JAG-300 grant.

 

SECTION 2.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of for the #09-ARRA JAG-300 is appropriated as follows:  department 2401, grant number 249021, fund number 220, organizational cost account 249021, object level three 3330.

 

SECTION 3.  That funds appropriated in the foregoing Section 2 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That the expenditure of One Thousand Five Hundred Forty Dollars ($1,540.00), or so much thereof as may be necessary, from the City Attorney's Office, 24-01, grant number 249021, fund number 220, organizational cost account 249021, object level three 3330 for the aforesaid purpose is hereby authorized.

 

SECTION 5.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
