Explanation

 

BACKGROUND:

This ordinance authorizes the Franklin County Municipal Court Judges to enter in the first year of a four-year contract for security guard services in the Municipal Court building at 375 S. High St. with OSS Ohio Holdings, LLC dba Ohio Support Services (OSS).  Formal bid RFQ033069 was completed and closed on June 29, 2026. The year one hourly rate is $34.61, the holiday and overtime rate is $51.92; the year two hourly rate is $36.11, the holiday and overtime rate is $54.17; the year three hourly rate is $37.59, the holiday and overtime rate is $56.39, and the year four hourly rate is $39.07, the holiday and overtime rate is $58.61.

 

In total, there are eight bids submitted.  One was submitted late and declared non-responsive.  Two vendors bid in vendor services with rates only and did not submit a proposal, so they were declared non-responsive.  The five vendors who submitted valid proposals were:

 

1st Security Services

Capital Asset Protection, Inc.

Ohio Support Services (OSS)

Vets Securing America

SCP Security LLC

 

Based on the criteria set forth in the bid specifications, OSS presented the best overall proposal and was awarded the bid.

 

OSS’s Federal Tax ID is 92-1264009.  Contract Compliance expires 1/3/27.

 

EMERGENCY LEGISLATION is requested to ensure the continuation of the security guard services without a break in service.

 

FISCAL IMPACT: Funding for this expenditure in the amount of $403,800 is budgeted and available within the 2026 general fund budget.

($403,800.00)

 

Body

 

WHEREAS, the continuation of security services in the Municipal Court building is imperative for the safety and well-being of the building employees and the general public; and

 

WHEREAS, the Franklin County Municipal Court Judges desire to engage in the first year of a four-year contract with OSS for security guard services in the Municipal Court building; and

 

WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court Judges to authorize the Administrative and Presiding Judge to enter into said contract and authorize expenditures with OSS, so as to continue uninterrupted services in the provision of contractual security guard services within the Municipal Court building, for the preservation of the public health, peace, safety, and welfare; now therefore;

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Franklin County Municipal Court Judges, through the Administrative and Presiding Judge, be and is hereby authorized to enter into the first year of a four-year contract between the Franklin County Municipal Court Judges and OSS., for the provision of contractual security guard services in the Municipal Court building.

 

SECTION 2. That the expenditure of $403,800 through March 31, 2027 or so much thereof as may be necessary, is authorized to be expended from the general fund, to pay the costs thereof.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
