Title: To authorize and direct the City Auditor to appropriate $174,000.00 within the Neighborhood Initiative Fund; to authorize and direct the City Auditor to transfer these funds from the Neighborhood Initiative Fund to the Health Special Revenue Fund; to authorize the appropriation of these funds to Columbus Public Health; and to declare an emergency. Explanation

 

BACKGROUND:  Differences in health are observed by gender, race, ethnicity and sexual orientation in our community. Education, housing and our ability to work all impact our health, good or bad. These racial disparities and economic disparities continue to demonstrate large gaps in our residents' ability to reach their optimal health.

 

To address these disparity issues, Columbus Public Health has developed Health / Life Navigation services to initiate effort to assess, support and link parents and families to critical public health (home visits, immunization, screenings, hazard reduction), health care services (medical homes and/or community clinics) and "life-supporting or enhancing" services such as WIC, COWIC, walking maps, and education.

 

The purpose of this ordinance is to appropriate $174,000.00 for the Health / Life Navigation services initiative.  Funds are available within the Neighborhood Initiative Fund for this effort.  This ordinance authorizes the appropriation and transfer of $174,000.00 from the Neighborhood Initiative Fund to the Health Special Revenue Fund.

 

This ordinance is submitted as an emergency so as to allow this transfer to be completed and the Health / Life Navigation services to commence.

 

FISCAL IMPACT:  $174,000.00 is available for this project within the Neighborhood Initiative Fund.

WHEREAS, Ordinance No. 2001-2011 transferred funds from the General Fund to the Neighborhood Initiative Fund for various purposes, including support of these Health / Life Navigation services; and,

 

WHEREAS,  an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to allow the transfer and appropriation of City monies to Columbus Public Health as soon as possible for the immediate preservation of the public health, peace, property, safety, and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That from the unappropriated monies in the Neighborhood Initiative Fund, Fund No. 018, and from all monies estimated to come into said Fund from any and all sources for the period ending December 31, 2012, the sum of $174,000.00 is hereby appropriated to the City Council, Division No. 20-01, Obj. Level One - 10, Obj. Level Three -5501, OCA:  200018.

 

SECTION 2.  That the City Auditor be and is hereby authorized and directed to transfer $174,000.00 from the Neighborhood Initiatives Fund to the Health Special Revenue Fund, as follows:

From:  Neighborhood Initiatives Fund, Fund No. 018, City Council, Dept. No. 20, OCA 200018, Obj. Level One - 10, Obj. Level Three - 5501.

 

To:   Health Special Revenue Fund, Fund No. 250, Health Department, Dept 50, OCA 500131, Obj. Level One - 10, Obj. Level Three - 0886.

 

SECTION 3.  That from the unappropriated monies in the Health Special Revenue Fund, Fund No. 250, and from all monies estimated to come into said Fund from any and all sources for the period ending December 31, 2012, the sum of $174,000.00 is hereby appropriated to the Health Department, Division No. 50-01, Obj. Level One - 01, Obj. Level Three - 1000, OCA:  500131.

 

SECTION 4.  That the monies appropriated in the foregoing Section 3 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes necessary to ensure that the financial transactions authorized by this ordinance are properly accounted for and recorded accurately on the City's financial records.

 

SECTION 6.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
