DEVELOPMENT COMMISSION RECOMMENDATION: Approval (6-0) on February 9, 2023.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 35.17± acre site consists of two parcels in the R, Rural District, R-1 Residential District, and M-2, Manufacturing District developed with a parking lot for the John Glenn Columbus International Airport. A portion of the site is subject to Council Variance CV07-014; Ordinance #1068-2007, which permits a parking lot. That ordinance was conditioned on the applicant filing a rezoning application for the subject property and any adjacent properties owned and /or operated by the Columbus Regional Airport Authority within ten months from the effective date of the ordinance (6/29/2008). The requested M, Manufacturing District will permit the continued use of the parking lot and satisfy the condition of Ordinance #1068-2007. A concurrent Council variance (Ordinance #1040-2023; CV22-083) has been submitted to modify the landscaping and screening, maneuvering, and parking space requirements. The site is within the planning area of the East Columbus Neighborhood Plan (2012), which recommends “Institutional” land uses at this location and the Port Columbus Joint Economic Development Strategy Plan (2008) which recommends “Airport” land uses at this location. Additionally, this site is subject to the Port Columbus International Airport Environs Overlay. The proposal is consistent with the Plans’ recommendations for airport-related uses, and satisfies a condition from Ordinance #1068-2007.

WHEREAS, application #Z22-062 is on file with the Department of Building and Zoning Services requesting rezoning of 35.17± acres from R, Rural District, R-1 Residential District, and M-2, Manufacturing District t, to M, Manufacturing District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the proposed M, Manufacturing District will permit the continued use of the existing parking lot and satisfy a condition from Ordinance #1068-2007; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance #0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
1115 STELZER RD. (43219), being 35.17± acres located at the northwest corner of Stelzer Road and East Seventeenth Avenue, and being more particularly described as follows:
Situated in State of Ohio, County of Franklin, City of Columbus on the west side of Stelzer Road between Seventeenth Avenue and Airport Road. Said land being also situated in Quarter Township 3, Township 1 North, Range 17 West, U. S. Military Lands, (all references to deeds, microfiche, plats, surveys, etc. refer to the records of the Franklin County Recorder’s Office, unless noted otherwise) and being more particularly bounded and described as follows:
The POINT OF BEGINNING is the northeast corner of Seventeenth Avenue, recorded in Road Record 16, Page 233 and Ethel Avenue (unimproved), recorded in Plat Book 19, Page 35 and the southwest corner of an 8.91 acre tract of land conveyed to Columbus Municipal Airport Authority:

Iron pins set are 5/8" rebar, 30" in length, with a plastic plug placed on top inscribed with the name "WOOLPERT INC", unless otherwise noted. All monuments found are in good condition unless otherwise noted.

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the M, Manufacturing District on this property.
SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said original zoning map in the office of the Department of Building and Zoning Services.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
