Explanation
 
A revised grant award adjusting approved budget line items within the original grant amount has been approved by the Franklin County Commissioners, Justice Programs Unit due to an increase in the need for stalking investigative services.   It is therefore necessary to transfer funds within the grant fund and to modify an agreement with E Investigations, Inc. to accommodate said budget adjustment.
 
An orignial contract with Mark W. Ely was authorized by ordinance 0183-05 for $53,450.00.  Ordinance 1445-2005 assigned said contract to E Investigations, Inc. and modified the agreement for an additional amount of $480.00 with a maximum amount of $53,930.00.  
 
These funds have been depleted due to an increase in the need for stalking investigative services and this ordinance further modifies the contract with E Investigatinos, Inc. for an additional $6,157.00.  The new maximum contract amount will be $60,087.00.  The total grant will remain at $74,072.00.
 
Fiscal Impact
 
Funding for this contract will come from the Stalking Investigator Grant funds.
Total grant - $74,072.00, $55,554.00 federal share and $18,518.00 City's share.  
 
Emergency Designation:
 
This ordinance is being submitted as an emergency so that there will be no interruption in services.
 
Title

Body
 
WHEREAS, a grant budget adjustment has been authorized by the Justice Programs Unit and therefore a transfer within the grant fund is necessary to align expenditures; and
 
WHEREAS, Ordinance 0183-05 authorized the City Attorney to enter into contract with Mark W. Ely nka E Investigations, Inc. for stalking investigative services; and
 
WHEREAS, Ordinance 1445-05 authorized the assignment and first modification of the original contract; and
 
WHEREAS, funds have been depleted on the original contract and the modification; and
 
WHEREAS, it is in the best interests of the City to waive the provisions of Chapter 329 of the Columbus City Codes, 1959, relative to the procurement of professional services; and
 
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office in that it is immediately necessary to authorize the transfer and expenditure of  funds within the Stalking Investigator Grant funds and to authorize the modification of a contract with E Investigations, Inc. in order that the services supported may continue uninterruped and for the preservation of the public health, peace, property, safety and welfare; now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
 
Section 1.  That the amount of $4,633.00 is hereby transferred within the Stalking Investigator Grant fund as follows:
 
FROM: department 2401, Stalking Investigator Grant, grant number 245004, fund number 220, oca 245004, object level 1 - 01
 
TO:  department 2401, Stalking Investigator Grant, grant number 245004, fund number 220, oca 245004, object level 1 - 03, object level 3 - 3000.
 
Section 2.  That the City Attorney be and hereby is authorized to modify a contract with E Investigations, Inc. for stalking investigative services in the amount of  Six Thousand One Hudnred Fifty-seven Dollars ($6,157.00) in order to continue said services in accordance with the Stalking Investigaor Grant #2004-DG-B-D100.
 
Section 3. That for the reason stated in Section 2, the expenditure of $6,157.00, or so much thereof as may be necessary, is hereby authorized as follows: department 2401, Stalking Investigator Grant, grant number 245004, fund number 220, oca 245004, object level 1 - 03.
                           
Section 4.  That the provisions of Chapter 329 of the Columbus City Codes, 1959, relative to the procurement of professional services are hereby waived.
 
Section 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
