Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into an agreement with the CC Intellect, LLC to create a Website for the Economic Development Division of the Columbus Department of Development. The website will provide information to the business community which will lead to business assistance and growth. CC Intellect will develop applications, graphics, analytics and standards for the website. This legislation also authorizes the expenditure of $31,780 from the General Fund for development of the website.
CC Intellect, LLC (CC # 84-1609004, expires 8/27/09) was chosen using a competitive bidding process (SA002476). An official request for proposals was posted on June 14 and 11 companies responded. It was determined that CC Intellect, located in Denver, Colorado, is the best choice to develop the website. The combination of experience with similar sites, quality and creativity were the main components in their selection.
Emergency legislation is requested to allow initiation and completion of the website in a timely manner.
FISCAL IMPACT: Funding for this contract will consist of $31,780 from the General Fund.

WHEREAS, the Director of the Department of Development desires to enter into an agreement with the CC Intellect, LLC to create a website for the Economic Development Division of the Columbus Department of Development; and
WHEREAS, CC Intellect, LLC is an award winning website development company specializing in economic development websites; and
WHEREAS, the website will target the business community to provide information and assistance for business growth; and
WHEREAS, CC Intellect, LLC will develop applications, graphics, analytics and standards for the website; and
WHEREAS, Emergency legislation is requested to allow initiation and completion of the website in a timely manner; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into a contract with CC Intellect, LLC to develop the website for the Economic Development Division, thereby preserving the public health, peace, property, safety, and welfare, and; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized and directed to enter into a twelve (12) month contract, commencing August 11, 2007 and ending July 10, 2008 with CC Intellect, LLC for creation of a website for the Economic Development Division.
Section 2. That the expenditure of $31,780 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Development Department, Economic Development Division, Division 44-02, General Fund, Fund 010, Object Level One 03, Object Level Three 3347, OCA 440314.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
