Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Support Services, to enter into a contract with K.N.S. Services, Inc. for maintenance and support of the Neighborhood Safety Camera program.
As part of a comprehensive approach to preventing and fighting crime in Columbus neighborhoods, the City of Columbus entered into contract in 2011 to design and install safety cameras in five original neighborhoods. The program has since been expanded to include over 300 cameras in 100 locations in Columbus neighborhoods that includes the Hilltop, Livingston Avenue, Mt. Vernon, Weinland Park, Linden, Franklinton, the Far East, and Far North areas of Columbus. This legislation is seeking authorization to enter into contract with K.N.S. Services, Inc. to perform full-service preventative maintenance and repairs on these cameras as well as any new systems that may be installed during the life of this contract.
Contract Compliance: K.N.S. Services, Inc.- Vendor # 005443- Contract Compliance expires 1/27/2027
Emergency Designation: Emergency legislation is requested to ensure that the Neighborhood Safety Cameras continue to operate properly and without interruption and to allow for outstanding maintenance needs to be met as soon as possible.
Bid Waiver: K.N.S. Services, Inc. has the specialized knowledge and experience needed to provide these services. They are the vendor the department currently uses for installation, maintenance, and support of neighborhood safety cameras.
Fiscal Impact: This legislation authorizes the expenditure of $100,000.00 from the Division of Support Services' general fund operating budget for maintenance and support of the Neighborhood Safety Cameras.

Services, Inc. for maintenance services for the Neighborhood Safety Cameras; to waive the competitive bidding provisions of Columbus City Code; to authorize the expenditure of $100,000.00 from the general fund; and to declare an emergency. WHEREAS, the Neighborhood Safety Camera program has been a successful policing strategy for the Department of Public Safety, Division of Police; and
WHEREAS, there is a need for the Director of Public Safety to enter into contract with K.N.S. Services, Inc. for maintenance and support of the Neighborhood Safety Cameras; and
WHEREAS, a bid waiver is necessary for this project due to the specialized knowledge and experience of the vendor; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Support Services, Department of Public Safety, in that it is immediately necessary to authorize the Director of Public Safety to enter into contract with K.N.S. Services, Inc. for maintenance and support of the neighborhood safety cameras to ensure continued operation and address outstanding maintenance needs, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Safety be and is hereby authorized to enter into a one-year contract for maintenance and service with K.N.S. Services, Inc. to support the Neighborhood Safety Camera program. This contract will not automatically renew.
SECTION 2. That for the purpose stated in Section 1 hereof, the expenditure of $100,000.00, or so much thereof as may be needed, is hereby authorized from Fund 1000 general fund, subfund 100010 in object class 03 Contractual Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That this Council finds it to be in the best interests of the City to waive the relevant provisions of Chapter 329 of City Code relating to Competitive bidding for this purchase and does hereby waive the same.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
