Explanation

Background:This ordinance authorizes the Director of the Recreation and Parks Department to execute a third and final intergovernmental agreement with the Regional Council of Governments for the Central Ohio Area Agency on Aging and transfer the amount of $3,776,868.44.

Prior agreements as authorized by 1928-2025 and 2606-2025.

This transfer is in accordance with Ohio Revised Code Section 167.06 relating to intergovernmental transfers. The Regional Council of Governments for the Central Ohio Area Agency on Aging (“COG-COAAA”) is a Regional Council of Governments serving Delaware, Fairfield, Fayette, Franklin, Licking, Madison, Pickaway, and Union counties. 

The mission of Area Agencies on Aging (AAA) is to inform and support people as they navigate the experience of aging or disability.

This funding transfer will close out and finalize the city held COAAA grant accounts for the newly established COG-COAAA. This intergovernmental transfer will enable the Regional Council to continue new operations for 2026, thereby preventing any delay in meeting said obligations as a part of the City COAAA to COG-COAAA transition.

Emergency Justification: Emergency action is requested to allow the funding transfer to be completed as soon as possible in order to continue senior servics uninterupted and as a result of the full tranition to the council of governments-COAAA.

 

Fiscal Impact: $3,776,868.44. A transfer of cash in between objects within the Recreation and Parks Grant Fund is needed to align appropriation with the proper object classes.

Title

Body

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to execute an intergovernmental transfer agreement with the Regional Council of Governments for the Central Ohio Area Agency on Aging; and

WHEREAS, it is necessary to transfer cash within the Recreation and Parks Grant Fund 2286; and

WHEREAS, it is necessary to authorize the appropriation of $3,776,868.44 within the Recreation and Parks Fund 2286; and

WHEREAS, it is necessary to authorize the expenditure of $3,776,868.44 from the Recreation and Parks Fund 2286; and

WHEREAS, this agreement is in accordance with Ohio Revised Code Section 167.06 relating to intergovernmental transfers; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Recreation and Parks to authorize the Director to enter into an intergovernmental agreement for the transfer of funds and the donation of these personal assets to the COG-COAAA; and

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with the Regional Council of Governments for the Central Ohio Area Agency on Aging to allow for the tranfer of COAAA grant funding as soon as possible in order to continue the support of the senior population as they navigate the experience of aging or disability, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Recreation and Parks Department is hereby authorized to execute an intergovernmental agreement with the Regional Council of Governments for the Central Ohio Area Agency on Aging to allow for the transfer of funds.

SECTION 2. That the City Auditor is authorized to transfer cash within the Recreation and Parks Grant Fund 2286, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the appropriation and expenditure of $3,776,868.44, or so much thereof as may be necessary, be and is hereby authorized to be paid from the Recreation and Parks Grant Fund 2286 per the accounting codes in the attachment to this ordinance upon receipt of approved invoices from the Director of the Recreation and Parks Department subject to cash availability as determined by the Auditor’s office

SECTION 4. That this intergovernmental transfer is awarded pursuant to the provision of Ohio Revised Code Section 167.06.

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.

SECTION 8. That this ordinance, for the reasons stated in the preamble, which are made a part of this ordinance and fully incorporated for reference as if rewritten, is declared to be an emergency measure and shall take effect and be in force from and after this ordinance’s passage and approval by the Mayor or ten (10) days after its adoption if the Mayor neither approves nor vetoes the same.
