Explanation
 
BACKGROUND: This ordinance authorizes the Director of the Department of Development to accept a grant in the amount of $100,000 from the U.S. Conference of Mayors-DuPont and to appropriate the grant funds to the Housing Division for use for the Lead Safe Kids Program. The grant funds are part of the USCM Cities United for Science Progress partnership awarded to cities for efforts in demonstrating excellence in implementing effective solutions to make communities lead safe.
 
This ordinance is presented as an emergency to ensure timely and expedient acceptance of the USCM/DuPont Lead Grant.
 
FISCAL IMPACT: The grant will provide $100,000.00 for the Lead Safe Kids Program.

To authorize the Director of the Department of Development to accept a USCM/DuPont Lead Grant of $100,000.00 from DuPont; to authorize the appropriation of $100,000.00 from the Private Grant Fund to the Department of Development; to authorize the expenditure of $100,000.00 from the Private Grant Fund for the Lead Safe Kids Program; and to declare an emergency. Body
 
WHEREAS, the Department of Development has been awarded a USCM/DuPont Lead Grant; and
 
WHEREAS, it is necessary to accept and appropriate the USCM/DuPont Lead Grant from USCM/DuPont in the amount of $100,000.00; and
 
WHEREAS, the Director of the Department desires to expend these dollars for the Lead Safe Kids Program; and
 
WHEREAS, this ordinance is presented as an emergency to ensure the acceptance of the grant funds and implementation of the Lead Safe Kids Program; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to accept, appropriate and expend said grant funds for the preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Director of the Department of Development is hereby authorized to accept a USCM/DuPont Lead Grant award of $100,000.00 from USCM/DuPont to assist in the implementation of the Lead Safe Kids Program.
Section 2.      That from the unappropriated monies in the fund known as the Private Grant Fund, the sum of $100,000.00 be and is hereby appropriated to the Department of Development, Department No. 44-10, Fund No.291, Grant No.446019, Object Level One 05, Object Level Three 5517, OCA Code 446019.
 
Section 3.      That for the purpose as stated in Section 1, the expenditure of $100,000.00, or so much there of as may be necessary, be an is hereby authorized to be expended from the Private Grant Fund, Department of Development, Department No. 44-10, Fund 291, Grant No. 446019, Object Level One 05, Object Level Three 5517, OCA Code 446019.
 
Section 4.      That for the reasons stated in the preamble hereto, which hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
