Explanation

BACKGROUND: During the recent consolidation of the Grants Division within the Department of Public Safety, a discrepancy was discovered within the remaining cash balance for a Columbus Fire Division grant. G342000, titled “FCPH CDC Overdose Data to Action-RREACT” has a cash balance of $1,421,087.55 and ended on 10/31/2022. This ordinance will appropriate $661,724.00 to object class 10 in the grant.  This ordinance also authorizes a transfer of $759,363.55 within the grant from object classes 01, 02,03, and 06 to object class 10 and a transfer of $1,421,087.55 from the grant to the general fund. 

EMERGENCY DESIGNATION: Emergency legislation is necessary so that the appropriation and transfer can be completed to close-out the grant, as G342000 ended 10/31/2022 and should have been closed out as soon as possible after it ended.

FISCAL IMPACT: This ordinance authorizes an appropriation of $661,724.00, and for the City Auditor to process a transfer of $1,421,087.55 from FCPH CDC Overdose Data to Action-RREACT - G342000 to the General Fund; and to allow for the close out of the grant.

To authorize the City Auditor to appropriate unappropriated funds from G342000 in the amount of $661,724.00 and transfer $1,421,087.55 from the General Government Grant Fund project G342000 to the General Fund; and to declare an emergency. ($1,421,087.55)

Body

WHEREAS, during the close out of the FCPH CDC Overdose Data to Action-RREACT Grant Project (G34200), a discrepancy was discovered within the remaining cash on hand; and,

WHEREAS, it is necessary to appropriate funds in the amount of $661,724.00 from the cash on hand in G342000.

WHEREAS, it is necessary to authorize the City Auditor to process a transfer of $1,421,087.55 from Division of Fire, FCPH CDC Overdose Data to Action-RREACT - G342000 to the General Fund; and,

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety in that it is immediately necessary to authorize the appropriation and transfers of said funds so the grant close out can be finalized and the General Fund reimbursed, for the immediate preservation of the public peace, property, health, safety, and welfare;

NOW, THEREFORE:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1: That $661,724.00 from the cash on hand balance in Fund 2220 G34200 is appropriated to Object Class 10 per the accounting codes in the attachment to this ordinance.

SECTION 2. That the transfer of $759,363.55 or so much thereof as may be needed, is hereby authorized within Fund 2220, from Dept-Div 30-3004, Project G342000, to Dept-Div 30-3004, Project G342000, Object Class 10 per the account codes in the attachment to this ordinance.

 

SECTION 3. That the transfer of $1,421,087.55 or so much thereof as may be needed, is hereby authorized from Fund 2220, Dept-Div 30-3004 to Fund 1000, Dept-Div 30-3004 per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same
