Explanation
Background: This legislation will authorize the Director of Recreation and Parks to accept a grant in the amount of $166,558.00 and enter into agreement with the United Way of Central Ohio for the 2008 Summer Program for Youth. This grant money will be used to provide funding for youth, ages 3 1/2 to 17, so they can participate in Recreation and Parks summer camp experiences, including soccer, football, art, tennis, cheerleading and many other outdoor activities. Funding is being provided by the Franklin County Board of Commissioners and the program is being administered by the United Way of Central Ohio. The purpose of these funds, in part, is to provide children of low income families the opportunity to participate in outside activities while the parents maintain their jobs. Parents of the recipients must reside in Franklin County and be determined TANF (Temporary Assistance to Needy Families) eligible. Franklin County Jobs and Family Services will provide the staff training on TANF eligibility.

WHEREAS, the Franklin County Board of Commissioners has awarded the City of Columbus, Recreation and Parks Department, grant funding in the amount of $166,558.00 for the 2008 Summer Program for Youth; and
WHEREAS, this grant will be used to provide funding for youth to participate in Recreation and Parks summer camp experiences, including but not limited to soccer, football, art, cheerleading and tennis; and
WHEREAS, it is necessary to accept said grant and appropriate said funds; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept and appropriate said grant funds to comply with the terms of the grant for the preservation of public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $166,558.00 and enter into an agreement with the United Way of Central Ohio for the 2008 Summer Program for Youth.
SECTION 2. That from the unappropriated monies in the Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2008, the sum of $166,558.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:

SECTION 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
