Title: To designate the Barrett Middle School, 345 East Deshler Avenue, as Listed Property CR 59 on the Columbus Register of Historic Properties.
Explanation
 
BACKGROUND:
The Historic Resources Commission is charged, in part, with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review.  With these goals in mind, the Columbus Register of Historic Properties was created.
 
An application has been made by Bob Leighty, President, Merion Village Association, to list the Barrett Middle School (the original South High School), 345 East Deshler Avenue (Parcel #010-066697-00), on the Columbus Register of Historic Properties. Proper notice was given to the property owner as required by Chapter 3117, C.C., a public hearing was held, and favorable comments were provided by the representative of the owner, Columbus Public Schools, and the applicant.  In addition, the required Owner Consent Form has been received approving of the proposed listing.  Based on these positive comments, the Historic Resources Commission recommended that the Barrett Middle School be listed on the Columbus Register of Historic Properties.
 
Barrett Middle School is eligible for listing on the Columbus Register of Historic Properties under all five (5) criteria.  Criterion 'A' for architectural significance; Criterion 'B' closely and publicly identified with a person(s) who contributed to the historical, architectural or cultural development of the city, state, or nation; Criterion 'C' for its identification with the work of an influential architect (possibly David Reibel); Criterion 'D' for craftsmanship and design, and Criterion 'E' for its association with important events which have influenced the development of the city, state, or nation.  
 
Fiscal Impact:

Body
 
WHEREAS, the Historic Resources Commission is charged, in part, with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review; and
 
WHEREAS, the Historic Resources Commission maintains a roster of Listed Properties entitled the Columbus Register of Historic Properties; and
 
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing the Barrett Middle School, 345 East Deshler Avenue, in the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
 
WHEREAS, in accordance with C.C. 3117.061 (A) (1) and (B) proper notice was given to the owner of the subject property; and
 
WHEREAS, public hearings were held on May 18, and July 20, 2006 at which time the Historic Resources Commission reviewed the nomination to determine whether Barrett Middle School, 345 East Deshler Avenue, is qualified for listing in the Columbus Register of Historic Properties under Criteria A, B, C, D, and E of C.C. 3117.05; and
      
WHEREAS, the standards for Criterion A state, "the design or style of the property's exterior and/or interior is of significance to the historical, architectural, or cultural development of the city, state, or nation"; and
 
WHEREAS, the standards for Criterion B state, " the properties is closely and publicly identified with a person (David Reibel, Architect) who has significantly contributed to the historical, architectural or cultural development of the city, state or nation"; and
 
WHEREAS, the standards for Criterion C state, "the property is identified as a significant work of an architect, artisan, engineer, landscape architect, or builder whose individual work has influenced the historical, architectural, or cultural development of the city, state, or nation"; and
 
WHEREAS, the standards for Criterion D state, "the property demonstrates significant craftsmanship in architectural design, detail, or use of materials"; and
 
WHEREAS, the standards for Criterion E state, "the property is closely and publicly identified with an event, or series of events, which has influenced the historical, architectural, or cultural development of the city, state, or nation"; and
 
WHEREAS, the Historic Resources Commission has determined that Barrett Middle School, 345 Deshler Avenue is qualified for listing in the Columbus Register of Historic Properties under Criteria A, B, C, D, and E of C.C. 3117.05 and therefore recommends approval of the nomination to Columbus City Council; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
     Section 1.      That Council finds that all pertinent terms of Chapter 3117, Columbus City Codes, 1959, have been met for the nomination of Barrett Middle School, 345 East Deshler Avenue, including those as to notice and designation criteria, and that the property should be listed in the Columbus Register of Historic Properties.
 
     Section 2.     That the Historic Resources Commission is hereby authorized and directed to enter the Barrett Middle School, 345 East Deshler Avenue, in the Columbus Register of Historic Properties as Listed Property, no. 45 (CR 58).
 
     Section 3.     That the City Clerk is directed to certify a copy hereof to the City Historic Preservation Officer.
 
     Section 4.     That the Historic Preservation Officer shall have said designation recorded in the official records of the Franklin County Recorder.
 
      Section 5.     That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
