Explanation
BACKGROUND: To authorize and direct the Director of Finance and Management to enter into contract with Skidcar System Inc. for the purchase of a Skidcar System. The Skidcar training program is a proactive skid control driver training system that attaches to an ordinary car allowing drivers, while remaining in a slow-driving environment, to experience the sensations of driving in slippery conditions or in higher speed slides. The Skidcar System helps teach drivers how to react properly and control a vehicle during a skid. The training program will save the lives of officers and citizens by preparing our officers to be able to safely maneuver in all weather conditions.
Bid Information: The Skidcar System is unique. The Division of Police performed research on other systems and did find a similar system used by a driving school. However, the driving school system is not for sale. No other similar system to Skidcar could be located. The Ohio Peace Officer Training Academy, Federal Law Enforcement Training Center, Hamilton County Sheriff, and Transportation Research Center all train with the Skidcar System. A letter is on file from the Ohio Peace Officer Training Academy recommending this system and a letter from the manufacturer is on file stating that Skidcar System Inc., is the only authorized "sole" distributor in the United States for this driving system. The Division of Police is requesting that the Finance and Management Director enter into contract with Skidcar System on the basis of sole source procurement as defined in Columbus City Codes Chapter 329.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested in order to expedite delivery and for the quote on pricing to remain valid. There was a price increase in October but the company has agreed to hold the pricing until end of the year.
FISCAL IMPACT: This ordinance authorizes an expenditure of $62,315.00 from the Police Professional Training Special Revenue Fund for the purchase of a driver training system from Skidcar System, Inc.

To authorize and direct the Director of Finance and Management to enter into contract for the purchase of a Skidcar System with Skidcar System Inc., in accordance with the Sole Source procurement; to authorize the expenditure of $62,315.10 from the Police Professional Training Special Revenue Fund; and to declare an emergency. Body
WHEREAS, the City of Columbus Division of Police needs the Skidcar System for driver training for police officers; and
WHEREAS, this training program will save the lives of officers and citizens by preparing our officers to be able to safely maneuver in all weather conditions; and
WHEREAS, this purchase was budgeted in the Police Continuing Professional Training Special Revenue Fund; and
WHEREAS, Skidcar System Inc. is the sole distributor in the United States for the Skidcar System; and
WHEREAS, it is in the best interest of the City to enter into this contract in accordance with provisions of Section 329-07c (Sole Source) of the Columbus City Codes, 1959; and
WHEREAS, emergency legislation is needed in order to expedite delivery of equipment prior to year-end and for the quotation to remain valid; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into contract for the purchase of a Skidcar System from Skidcar System Inc. thereby preserving the public peace, property, health, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the Director of Finance and Management, be and is hereby authorized and directed to enter into contract with Skidcar System Inc. for the purchase of a Skidcar System for the Division of Police.
SECTION 2. That the expenditure of $62,315.10 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3. That said contract shall be awarded in accordance with provisions of Section 329.07c (Sole Source) of the Columbus City Code, 1959.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
