Explanation
Background: The Division of Police is requesting to trade 400 confiscated firearms for 142 new Smith & Wesson M & P 40 caliber pistols for use by Police officers, including magazine disconnects, night sights, additional magazines, standard triggers, and no internal lock systems. This trade of firearms is being conducted via a formal advertised bid solicitation through the Purchasing office. Also, this trade will be completed with a licensed firearms dealer only. The firearms being traded are held by the Division of Police and have been cleared for disposition. If not part of a trade, these firearms would either be destroyed or held in Police inventory.
Bid Information: Three bids from majority firms were received in the Purchasing Office for Bid # SA003023, on September 18, 2008 for the trade of weapons as follows:
Standard Law Enforcement Supply Company offered 101 new firearms at a value of $47,560.90
BA/Phoenix Distributors offered 121 new firearms at a value of $55,902.00
Vance Outdoors, Inc. offered 142 new firearms at a value of $57,495.80.
After review of the bids received, the Division of Police recommends acceptance of the bid submitted by Vance Outdoors, Inc., a licensed firearms dealer who offered the highest number of new Smith & Wesson M & P 40 caliber pistols for the confiscated weapons.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

FISCAL IMPACT: This ordinance authorizes an expenditure of $1.00 from the General Fund to exchange 400 confiscated firearms for 142 new Smith & Wesson M & P 40 caliber pistols and accessories for use by the Division of Police. Under normal circumstance the Division of Police would have to procure Officer firearms via the General Fund. Therefore, the trade of firearms will save the city General Fund monies. In 2007, the Division of Police traded 275 firearms and received 93 Smith & Wesson M & P 40 caliber pistols.

WHEREAS, the Division of Police solicited a bid to trade 400 confiscated firearms for new Smith & Wesson M & P 40 caliber pistols and accessories for use by Police officers, and
WHEREAS, this trade will result in savings for the General Fund because the new firearms will stock the Division of Police with replacements or pistols to issue to undercover police detectives as needed, and
WHEREAS, formal bid proposal SA003023 for the trade of weapons for the Division of Police was received by the Purchasing Office on September 18, 2008; and
WHEREAS, Vance Outdoors, Inc. was the overall most responsive bid received; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Vance Outdoors, Inc. for the trade of weapons for the Division of Police, Department of Public Safety on the basis of Vance Outdoors, Inc. bid being the overall most responsive bid received.
SECTION 2. That the expenditure of $1.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:
