Explanation
 
This ordinance authorizes the City Attorney to accept a grant from the Franklin County Board of Commissioners, Justice Programs Unit, for the Office of the City Attorney, Prosecutor Division.  These funds shall be used to retain the Stalking Unit Investigator who assists in the investigation of stalking cases, assists victims, and fills the liaison role with all municipal police departments sharing information and maintaining data collection on stalking suspects.  This ordinance will further authorize the City Attorney to appropriate and expend matching funds required by the grant award.
 
The Grant award is as follows:
 
2003-WF-VA6-V504 Stalking Unit Investigator -  $58,454.00
 
Matching funds required from the City Attorney's budget are $19,485.00

WHEREAS, the Franklin County Board of Commissioners, Justice Programs Unit, has awarded the City of Columbus, City Attorney's Office, Prosecutor Division a grant in the amount of $58,454.00 for Grant No. 2003-WF-VA6-V504 Stalking Investigator for the year 2004; and
 
WHEREAS, the acceptance of this grant requires that the City Attorney supply matching funds in the amounts of $19,485.00; and
 
WHEREAS, these funds will be used to continue the employ of a Stalking Unit Investigator to assist the City Attorney with various responsibilities related to the crime of stalking; and
 
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds and transfer and appropriate the matching funds in order that the services supported may continue uninterrupted; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
 
Section 1.  That the amount of $19,485.00 is hereby transferred from the General Fund of the City Attorney's Office as follows:

Section 2.  That the City Attorney is hereby authorized to accept a grant award from the Franklin County Board of Commissioners, Justice Programs Unit in the amount of $58,454.00 for the Stalking Investigator Grant.
 
Section 3.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of $77,939.00 appropriated as follows:

Section 4. That funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
