Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with General Maintenance and Engineering Company, in the amount of $228,493.00 for the renovation of the roof at the Police Division Firing Range, 2609 McKinley Avenue. (The base bid was $218,493.00. After bids were received, the Police Division requested $10,000.00 be added to each base bid for potential lead abatement.) The current roof has been leaking. The renovation will consist of the replacement of the current roof with a granular-textured roof of modified bitumen asphalt. The contractor is to complete all work from October 1, 2005 through December 1, 2005, in order to accommodate the operational needs of the Firing Range. The roof will include a two-year workmanship guarantee from the contractor and a thirty-year workmanship and material guarantee per the Manufacturer's warranty.
Formal proposals were solicited on June 10, 2005. Six firms submitted proposals on June 21, 2005 as follows: (1 MBE*, 0 FBE).

It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, General Maintenance and Engineering Company. Although Phinney Industrial Roofing had the lower base bid, General Maintenance and Engineering Company received a quality training contractor credit as an element of the responsible contracting evaluation. In its bid proposal Phinney Industrial Roofing indicated it did not offer this program.
Fiscal Impact: The Fire Division budgeted $250,000.00 in the Capital Improvement Budget for this project. The cost of this contract is $228,493.00. General Maintenance and Engineering Company Contract Compliance Number 31-4188545, exp. 02/25/2008.

WHEREAS, the roof at the Police Division Firing Range is in disrepair and in need of replacement, and
WHEREAS, the Facilities Management Division recommends acceptance of the bid submitted by General Maintenance and Engineering Company as the most responsive and responsible bid, now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director is hereby authorized to contract with General Maintenance and Engineering Company for the renovation of the roof at the Police Division Firing Range, 2609 McKinley Avenue.
SECTION 2. That the expenditure of $228,493.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:
