Title: To authorize the Director of Public Service to enter into a professional engineering service contract with Parsons Brinckerhoff, for the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street project; to amend the 2012 C.I.B; to authorize the transfer of funds within the Street and Highway Improvement Fund; to authorize the appropriation, transfer and expenditure of up to $550,000.00 from the Street and Highway Improvement Fund for the Department of Public Service; and to declare an emergency. Explanation
1.  BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a professional engineering services contract with Parsons Brinckerhoff, for the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street project.   
 
This project involves the preparation of final construction drawings for improvements to the Parsons Avenue Corridor between Livingston Avenue and Hosack Street, per the recommendations from the Parsons Avenue Corridor Study.  The project will convert the corridor from an existing four-lane section to a three-lane section with full time parking on one side.  Improvements include Milling and overlay of corridor, restriping pavement to accommodate three lane section, installation of curb extensions at locations of full time parking, replacement/installation of ADA compliant curb ramps at all crossings, and replacement of all warranted traffic signals.
The Department of Public Service, Office of Support Services solicited Requests for Proposals for the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street contract.  The project was formally advertised on the Vendor Services web site from July 25, 2012, to August 16, 2012.  The city received two (2) responses.  Both proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on August 21, 2012

Parsons Brinckerhoff received the highest score by the evaluation committee and will be awarded the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street contract in an amount up to $550,000.00.
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Parsons Brinckerhoff.
2.  FISCAL IMPACT
Funding for this contract is available within the Street and Highway Improvement Fund, No. 766 for this project.  A C.I.B. amendment is necessary to establish authority in the correct project detail.
3. CONTRACT COMPLIANCE
The contract compliance number for Parsons Brinckerhoff, is 111531569 and Expires 4/10/14.
4.  EMERGENCY DESIGNATION
Emergency action is requested to provide funding for the professional services described above at the earliest possible time to provide for design work for this project at the earliest possible time.

WHEREAS, there is a need to provide professional engineering services for the design of the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street project; and
WHEREAS, this project involves improvements to the Parsons Avenue Corridor from Livingston Avenue to Hosack Street; and
 
WHEREAS, The Department of Public Service, Office of Support Services solicited Requests for Proposals for this project; and
 
WHEREAS, Parsons Brinckerhoff, received the highest score by the evaluation committee and will be awarded the contract for this project; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that this legislation should go forth immediately to provide funding for these engineering services to provide project design services for pedestrian and travelling public improvements at the earliest possible time, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Public Service be and hereby is authorized to enter into a professional services contract with Parsons Brinckerhoff, 2545 Farmers Drive, Suite 350, Columbus, OH, 43235, for engineering services associated with the Roadway Improvements - Parsons Avenue Corridor - Livingston Avenue to Hosack Street project.
 
SECTION 2. That the 2012 C.I.B. authorized by ordinance 0368-2012 be amended to provide sufficient authority in the appropriate project detail number for this project as follows:

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
