Explanation
Need: The Division of Police needs to purchase a new video training system. Division personnel have recommended the IES Range 3000XP Interactive Video Training System. This system will greatly enhance the Division's simulation training and keep the Division as a leading department in the country for training force on force and officer scenario based judgment training.
Bid Information: The price structure was determined based upon IES pricing system. A price quote from IES includes a $20,000.00 trade-in allowance for the division's range 2000 system that is non-functional and outdated.
Contract Compliance No.: IES Interactive Training- 81-0566978
Emergency Designation: Emergency legislation is requested so the system can be installed and functional before the second phase of recertification of taser training.
FISCAL IMPACT: Since this purchase will be made with funds from the Law Enforcement Drug Seizure Funds, there will be no effect on the financial status of the General Fund.

To authorize and direct the Finance Director to enter into a contract for the purchase of a Range 3000XP Interactive Video Training System for the Division of Police, to authorize the expenditure of $52,920.00 from the Law Enforcement Seizure Fund to waive the provisions of Columbus City Codes Chapter 329; and to declare an emergency. WHEREAS, the Division of Police needs to replace a non-functional and out-dated video training system; and
WHEREAS, division personnel have recommended the Range 3000XP training system; and
WHEREAS, the Range 3000XP simulator will enhance the Division's scenario-based training for in-service and recruit training; and
WHEREAS, it is necessary to waive the provisions of Section 329 of the Columbus City Codes, 1959; and
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into contract for the purchase of a video training system for the immediate preservation of the public peace, health, safety and welfare, now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Finance Director be and is hereby authorized and directed to enter into contract with IES, Interactive Training for the purchase of a Range 3000XP Training System.
Section 2. That the provisions of Section 329 of the Columbus City Code, 1959, is hereby waived.
Section 3. That the expenditure of $52,920.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
