Title: To authorize the Director of Development to enter into a contract with Columbus Urban Growth Corporation for the purpose of assisting the City in the redevelopment of the Northland Mall site; to authorize the expenditure of $450,000 from the Northland and Other Acquisition Fund; and to declare an emergency. Explanation
 
Background:  The redevelopment of the Northland Park site began with the demolition of most of the mall structures and the renovation of the former Lazarus store for Retail Ventures, Inc.'s corporate offices.  Three roadways have been constructed so far in this development. The remaining roadways must be engineered and constructed to provide access for future planned development of the Northland Park site.  The purpose of this ordinance is to authorize the Director of Development to enter into a $450,000 contract with Columbus Urban Growth Corporation (CUGC) to complete the roadway engineering and construction bidding process for the remaining roadways planned for the Northland Park site.
 
Fiscal Impact:  $450,000 of capital dollars to be expended from Northland and Other Acquisitions Fund, Fund No. 735.
 
Emergency Justification:  Emergency action is requested in order maintain the development schedule for completing design and construction.

To authorize the Director of Development to enter into a contract with Columbus Urban Growth Corporation for the purpose of assisting the City in the redevelopment of the Northland Mall site; to authorize the expenditure of $450,000 from the Northland and Other Acquisition Fund; and to declare an emergency. Body
 
WHEREAS, there is a need to design the remaining roadways to provide access for the future planned development of Northland Park; and
 
WHEREAS, it is necessary for the Director of Development to enter into a $450,000 contract with Columbus Urban Growth Corporation to complete the roadway engineering and conduct the construction bidding process for the redevelopment of the Northland Mall site; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize its Director to contract for assistance with the redevelopment of the Northland Mall site in order maintain the development schedule for completing design and construction, and for the preservation of the public health, peace, property and safety; Now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Director of Development be and is hereby authorized to enter into a contract for Four Hundred and Fifty Thousand Dollars ($450,000) with Columbus Urban Growth Corporation for the purpose of assisting the City in the redevelopment of the Northland Mall site.
 
Section 2.      That for the purpose stated in Section 1, the expenditure of $450,000 from the Department of Development, Division No. 44-01, Fund No. 735 Northland and Other Acquisitions Fund, Object Level One 06, Object Level Three 6621, OCA Code 441735, Project No. 441735 is hereby authorized.
 
Section 3.      That this contract is awarded in accordance with Chapter 329.15 of the Columbus City Codes, 1959.
 
Section 4.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
