Title: To authorize the City Attorney to accept a grant in the total amount $117,325.00 from the Columbus City School District for the Project S.M.A.R.T. program, to appropriate the grant funds for that purpose and to declare an emergency ($117,325.00).
Explanation
 
Background:
 
This legislation will authorize the City Attorney to accept a grant from the Columbus City School District for the continued operation of the Project S.M.A.R.T. program within the Dispute Resolution Program.   $117,325.00 has been provided for the school year 04-05.
 
Project S.M.A.R.T. is a program designed to reduce truancy and absenteeism by instituting mediation programs in Columbus City elementary and middle schools.  It is a cooperative effort between the City Attorney's Office and the Columbus City School District.
 
Emergency action is requested to allow for the uninterrupted continuation of the grant program.
 
Fiscal Impact:   The Project S.M.A.R.T. program is entirely grant funded.

To authorize the City Attorney to accept a grant in the total amount $117,325.00 from the Columbus City School District for the Project S.M.A.R.T. program, to appropriate the grant funds for that purpose and to declare an emergency ($117,325.00).
 
Body
 
WHEREAS, the Board of Education of the Columbus City School District has offered the City Attorney's Office a grant to be used to further the efforts of its Project S.M.A.R.T. program in the amount of $117,325.00 for the school year 2004-2005, and
 
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office, in that it is necessary to immediately accept the grant money for the continuance of the program and for the preservation the pubic health, peace, property, safety and welfare, and, now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
 
SECTION 1.  That the City Attorney be and hereby is authorized to accept a grant in the amount of One Hundred Seventeen Thousand Three Hundred Twenty-five and no/100 ($117,325.00) from the Columbus City School District.
 
SECTION 3.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of $117,325.00 is appropriated as follows:  department 2401, Columbus Public Schools Project SMART Grant, grant number 241006, fund number 220, oca 241006, object level 2 - 1100 $82,325.00 and object level 2 - 3336 $35,000.00.
 
SECTION 4. That funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
