Explanation
BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Facilities Management Division with King Business Interiors, Inc. for the renovation of the flooring at the Central Safety Building, 120 Marconi Boulevard.
Formal bids were solicited and three companies submitted bids on September 30, 2011 as follows (2 *FBE, 0 MBE):
*King Business Interiors, Inc.      $71,988.51
Spectra Flooring                  $76,050.00
*Flooring Foundations            $88,086.60
The Facilities Management Division recommends the bid award be made to the most responsive and responsible bidder, King Business Interiors, Inc.  Pricing was done last year; however,  Safety did not have the funding available at the time.  The vendor agreed to hold the pricing.    
 
Emergency action is requested as the current flooring in many areas is deteriorated and may be a trip hazard.  
 
King Business Interiors, Inc. Contract Compliance No. 31-1624533, expiration date March 29, 2014.
Fiscal Impact:  The cost of this contract is $71,988.51, plus a contingency of $7,198.85, for a grand total of $79,187.36.  This legislation authorizes the expenditure of $79,187.36 from the Safety Voted Bond Fund.

WHEREAS, it is necessary to renovate the flooring at the Central Safety Building, 120 Marconi Boulevard; and
 
WHEREAS, formal bids were solicited and King Business Interiors, Inc. was the most responsive, responsible, and best bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into a contract with King Business Interiors, Inc. for the renovation of the flooring at the Central Safety Building, as the current flooring in many areas is deteriorated and may be a trip hazard, thereby, preserving the public health, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Finance and Management Director is authorized to enter into a contract on behalf of the Facilities Management Division with King Business Interiors, Inc. for renovation of the flooring at the Central Safety Building, 120 Marconi Boulevard.
SECTION 2.  That the expenditure of $79,187.36, or so much thereof as may be necessary in regards to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
