TO THE HONORABLE MEMBERS OF CITY COUNCIL:
BACKGROUND: Passage of this Ordinance will allow for the renewal of 520 Corel Word Perfect software licenses off of Corel agreement CLPFA-NA-CG-10078. These licenses are necessary to ensure compliance with standard software licensing practices and to enable all users of CourtView 2000 the Court case management system to have the broadest possible functional use of CourtView applications. Emergency declaration is requested to stay within acceptable compliance time lines.
BID INFORMATION: Of the 309 bids mailed for Solicitation SA000444JY, fifteen responses were received and opened publicly on May 29, 2003. Registered MBE's and FBE's were included in the mailing. All bids received were deemed to be responsive and ranged from a low of $44,714.80 to a high of $100,578.40. It is recommended by the Court Clerk that Programmers Paradise be awarded the contract based on their lowest pricing of $44,714.80.
FISCAL IMPACT: Funding for this planned and budgeted expenditure is available within the Municipal Court Clerk Computer Special Revenue 2003 appropriations.

To authorize and direct the Director of the Department of Finance to issue a purchase order on behalf of the Municipal Court Clerk to Programmers Paradise for the renewal of Corel Word Perfect licenses, to authorize the expenditure of $44,714.80 from the Clerk's Computer Special Revenue Fund and to declare an emergency. Whereas, it is necessary to renew 520 Corel Word Perfect licenses for the users of CourtView 2000 the Court case management system, and
Whereas, this software allows optimal usage of CourtView 2000 applications, and
Whereas, these licenses are necessary to ensure compliance with standard software licensing practices on a timely basis, and
Whereas, an emergency exists in the usual daily operation of the Court in that it is immediately necessary to authorize the issuing of this purchase order to keep within licensing time lines thereby preserving the City's public health, peace, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance be and is hereby authorized to issue a purchase order on behalf of the Municipal Court Clerk to Programmers Paradise for the renewal of 520 Corel Word Perfect licenses off of Corel Agreement CLPFA-NA-CG-10078.
SECTION 2. That for paying the cost thereof, the sum of $44,714.80 or so much thereof as may be needed is hereby authorized to be expended from the Municipal Court Clerk Computer Special Revenue Fund, Fund 227, SubFund 02, Organization One 2601, OCA CODE 260208, Object Level One 03, Object Level Three 3358.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take affect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
