Background:
This ordinance will authorize the appropriation and transfer of $63,964.00 within fund 747, from the unallocated balance of the Recreation and Parks Permanent Improvement fund to Facility Renovations Project, and authorize the Director of Recreation and Parks to enter into a contract with Automatic Temperature Process for a boiler heating system at the Martin Janis Center.
 
Bids were received by the Recreation and Parks Department on October 28, 2005, for a boiler heating system at the Martin Janis Center, as follows:

Services include removal and replacement of entire boiler heating system at the Martin Janis Center.
 
This ordinance is submitted as an emergency per the Mayor's letter of emergency signed October 28, 2005.  Work needs to be completed before weather becomes any colder.
 
Fiscal Impact:
$63,964 is budgeted in the Recreation and Parks Permanent Improvement fund to meet the financial obligation of this project.

Body
 
      WHEREAS, bids were received by the Recreation and Parks Department on October 28, 2005, and the contract for a boiler heating system at the Martin Janis Center will be awarded on the basis of lowest and best responsive and responsible bidder; and
 
              WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to transfer and appropriate said funds from the permanant improvement fund, and to enter into contract per the Mayor's letter of emergency signed October 28, 2005; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Automatic Temperature Process for a new boiler heating system at the Martin Janis Center,  in accordance with plans and specifications on file in the Recreation and Parks Department.
 
    SECTION 2.   That from the unappropriated monies in the Recreation and Parks Permanent Improvement Fund 747 the sum of $63,964.00 be and hereby is appropriated to the Recreation and Parks Department 51-01,  Object Level 3 - 5501, OCA Code 900747 and project 747999.
     
      SECTION 3.   That the City Auditor is hereby authorized and directed to transfer $63,964.00 within the Recreation and Parks Permanent Improvement Fund as follows:
 
            FROM: Dept 51-01, Fund 747, Project 747999
 
            TO: Dept 51-01, Fund 747, Project 510035
 
      SECTION 4.   That the amount of $63,964.00 is hereby appropriated to the  Parks and Recreation  Permanent Improvement Fund 747, Dept. 51-01, Project No. 510035, Object Level 3 6620, and OCA Code 640862.
 
      SECTION 5.   That the expenditure of $63,964.00, or so much thereof as may be necessary, be and is hereby authorized, as follows, to pay the cost thereof.

        SECTION 6.   That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
      SECTION 7.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
