Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into an agreement with the Capital Crossroads Special Improvement District of Columbus, Inc. (CCSID), to provide safety ambassadors for the areas around Columbus Commons, the Scioto Mile, and North Bank Park.  The safety ambassadors will be hired by the CCSID to help Columbus Police and the Community Crime Patrol enforce park rules and ensure that visitors are safe using the park amenities.  
 
The safety ambassadors are part of an overall security plan involving Columbus Police and the Community Crime Patrol to help protect the City's investment in the downtown area.  
 
Emergency Designation: Emergency legislation is necessary in order to make funds available as soon as possible to properly provide a safe environment to the areas identified.   
 
 
FISCAL IMPACT: This legislation authorizes the expenditure of $90,000.00 from Public Safety's 2011 General Fund operating budget to Capital Crossroads SID for the employment of downtown ambassadors for the Columbus Commons, the Scioto Mile, and North Bank Park.  The funds for this ordinance will be transferred from savings in the Public Safety Department's jail contract with Franklin County.

Body
WHEREAS, Capital Crossroads Special Improvement District, Inc., is a private sector organization funded by more than 500 property owners with the primary purpose of making downtown the cleanest, safest and most attractive commercial area in Central Ohio; and
 
WHEREAS, downtown ambassadors from the organization provide safety and cleaning services to the District seven days a week, 365 days a year; and
 
WHEREAS, the City of Columbus wishes to enter into contract with the district to fund the cost of employing two downtown ambassadors to provide safety and security; and
 
WHEREAS, an emergency exists in the usual and daily operation of the Department of Public Safety, in that it is immediately necessary to award this contract to Capital Crossroads Special Improvement District, Inc., in order to employ downtown safety ambassadors as soon as possible for the immediate preservation of public peace, health, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Public Safety is hereby authorized to enter into contract with Capital Crossroads Special Improvement District, Inc., a private organization, to employ two downtown safety ambassadors to provide safety and security services for Columbus Commons, the Scioto Mile, and North Bank Park.
 
SECTION 2.  That for the purpose stated in Section 1, the expenditure of $90,000.00, or so much thereof as necessary, be and is hereby authorized to be expended from the Public Safety General Fund, Department/Division No 30-01, Object Level One 03, Object Level Three 3337, OCA Code 300111.
 
SECTION 3.  That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
 
SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from an after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
