Explanation
This legislation authorizes the Executive Director of the Office of CelebrateOne, on behalf of the Mayor's Office, to modify the grant award with Urban Family Development Center, a non-profit corporation. The award utilizes funding from the Ohio Department of Medicaid Grant (G402600). This modification is necessary to continue the work, aimed at reducing the infant mortality rate in the City of Columbus, as the awarded amount needs increased to cover the services approved by the Ohio Department of Medicaid.
The contract is for the period of January 1st 2026 to June 30th 2027. This modification is to edit the awarded amount from $136,000.00 to $145,000.00 in Section 3 of Ordinance 0411-2026 and to change the amount awarded to CelebrateOne in section 4 to $985,000.24.There is no additional fiscal cost for this modification, as it is just a reorganization of the funds.This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.

The company is not debarred according to the System for Award Management of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: There is no additional funding require so there is no further fiscal impact. The funding was allotted for the 2026 ODM MISP Grant Cycle by Ord. 0411-2026 for the 2026 calendar year, this is re-aligning awards, appropriations and expenditures of those funds.
EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to allow services to continue that will aid in reducing the infant mortality rate, per the goals of CelebrateOne and the Ohio Department of Medicaid Grant, for the health and prosperity of City of Columbus citizens.

To authorize the Executive Director of CelebrateOne, on behalf of the Mayor’s Office, to modify the contract awarded amount with Urban Family Development, to transfer funds within the Ohio Department of Medicaid Grant Extension to re-align awards, appropriations, and expenditures, to authorize an expenditure of $9,000.00; and to declare an emergency. ($9,000.00)

WHEREAS, the CelebrateOne entered into a contract with Urban Family Development Center for the purpose of providing services to reduce the infant mortality rate, and
WHEREAS, this contract utilizes funding from the Ohio Department of Medicaid Grant (G402600). This modification is necessary to fully fund the work, aimed at assisting in reducing the infant mortality rate in the City of Columbus, and
WHEREAS, the grant award is for the period of January 1st 2026 to June 30th 2027, this modification is to increase the awarded amount for Urban Family Development from the funds allocated to CelebrateOne by Ord. 0411-2026, and
WHEREAS, the vendor and grantor have agreed to modify these services and conditions, and
WHEREAS, the additional funding does not add any fiscal impact to the city of Columbus as they utilize the same grant funds as the initial award, and
WHEREAS, an emergency exists in the usual daily operation of CelebrateOne, Office of the Mayor, in that it is immediately necessary to authorize the Executive Director of CelebrateOne, on behalf of the Office of the Mayor, to modify the award with Urban Family Development Center without delay to allow authorized services to continue without interruption, all for the immediate preservation of the public health, peace, property and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of CelebrateOne, on behalf of the Mayor’s Office, is hereby, authorized to modify the award with Urban Family Development Center and create an additional Purchase Order for $9,000.00, for the services covered by the Ohio Department of Medicaid G402600, in accordance with the terms and conditions as shown in the agreement on file with CelebrateOne.
SECTION 2. That the awarded amounts from Ord. 0411-2026 are hereby amended as follows, increasing Urban Family Developments award to $145,000.00 in section 3 and reducing CelebrateOne's awarded amount to $985,000.24 in section 4:

That the Executive Director of the Office of CelebrateOne is hereby authorized to establish contracts and pay invoices beginning January 1st 2026 with the following agencies in order to meet grant deliverables through June 30th, 2027 and expend a total dollar amount not to exceed $2,395,999.76 $2,404,999.76.

SECTION 4. That the Executive Director of CelebrateOne is hereby authorized to expend up to $994,000.24 $985,000.24 to fund the salary costs associated with the CelebrateOne Community Health Workers.
SECTION 3. That existing Sections 3 and 4 of Ord. 0411-2026 are hereby repealed.
SECTION 4. That this modification is in accordance with the relevant provisions of Chapter 329 of City Code relating to contract modifications.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
