1. BACKGROUND:
A. Need: The Columbus Division of Fire received a grant award from FEMA to replace self contained breathing apparatus, purchase face pieces and additional spare cylinders. It is necessary to accept the grant award and appropriate funds.

2. FISCAL IMPACT: Matching funds for the grant will either come from bond sale proceeds or be certified against the Special Income Tax Fund. The amount of the match is $842,415.00. The $750,000 amount of the grant is the maximum grant issued under this program.

WHEREAS, the Columbus Division of Fire received a grant award from FEMA to replace self contained breathing apparatus, purchase face pieces and additional spare cylinders; and
WHEREAS, this is a 70% grant that requires a 30% match however the City will provide an overmatch in order to complete the project; and
WHEREAS, a situation exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is necessary to authorize grant acceptance and appropriate funds for the grant for the preservation of the public health, peace, property, safety, and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Fire Chief be and he is hereby authorized and directed to accept a grant award in the amount of $750,000.00 from the Federal Emergency Management Agency.
Section 2. That from the unappropriated monies in the General Government Grant Fund, Fund No. 220, and from any and all sources estimated to come into said fund and unappropriated for any other purpose during the fiscal year ending December 31, 2004, the sum of $750,000.00 is appropriated to the Division of Fire as follows:
Division: 30-04, Fund: 220, Object Level 3: 6641, OCA: 344004, Amount: $750,000.00.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
