BACKGROUND: The Division of Police needs to purchase PortaCount Respirator Testing Machines and accessories for fit testing respirator masks to insure proper fit and safety for officers. The fit test machines eliminate human error in fitting the respirator masks.
Bid Information: The Purchasing Office formally solicited vendors for the purchase of fit testing machines. One bid was received in the Purchasing Office on October 16, 2008. The sole bidder was TSI, Inc., which bid PortaCount Plus Respirator Fit Tester machines with accessories. Therefore, the Division of Police recommends acceptance of the bid submitted by TSI, Inc, as the lowest and best bid received per specification.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

FISCAL IMPACT: This ordinance authorizes an expenditure of $38,377.00 from the Law Enforcement Drug Seizure Fund for the purchase of fit testing machines from TSI, Inc. There is no impact on the General Fund for this purchase.

To authorize and direct the Finance and Management Director to enter into a contract with TSI, Inc. for the purchase of PortaCount Respirator Testing Machines and accessories for the Division of Police, to authorize the expenditure of $38,377.00 from the Law Enforcement Seizure Fund. ($38,377.00)

WHEREAS, the Division of Police needs to purchase PortaCount Respirator Testing Machines with accessories for fit testing respirator masks to insure proper fit and safety; and
WHEREAS, formal bid proposal SA003056 for the PortaCount Plus Respirators Fit Testers with accessories for the Division of Police was received by the Purchasing Office on October 16, 2008; and
WHEREAS, TSI, Inc. was the overall most responsive bid received; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with TSI, Inc. for the purchase of PortaCount Respirator Testing Machines and accessories, on the basis that the bid submitted by TSI, Inc. is the overall most responsive bid received.
SECTION 2. That the expenditure of $38,377.00, or so much thereof as may be needed, be and the same is hereby authorized as follows:
